Overview

The Landfill Manager at Naval Station Guantanamo Bay is responsible for overseeing the operation and maintenance of the base landfill facility. This role ensures compliance with US Navy NAVFAC and NSGB CINC environmental regulations, manages waste acceptance of waste refuse and proper disposal processes, and implements strategies to minimize environmental impact while maintaining safety and operational efficiency.


Responsibilities

  • Manage daily landfill operations, including waste arrival operations, segregation processes and the proper disposal, compaction, and cover application.
  • Ensure compliance with USN NAVFAC, federal, and local environmental regulations, including proper handling of hazardous and non-hazardous waste
  • Develop and implement waste management efficiency strategies to optimize landfill capacity and extend operational life
  • Monitor PM Schedules, maintain landfill equipment, and vehicles, schedule preventive maintenance.
  • Supervise landfill staff, including hiring, training, and performance evaluations
  • Conduct regular inspections to ensure safety of landfill grounds, and environmental standards are met. Coordination with V2X Quality to ensure SOPs capture processes
  • Prepare and submit operational reports to base leadership and regulatory agencies
  • Coordinate with recycling and hazardous waste teams to ensure proper segregation and disposal
  • Maintain accurate records of waste volumes, types, and disposal methods.
  • Promote a culture of safety and environmental stewardship within the landfill operations team.

Qualifications

  • Education / Certifications: One-year related experience may be substituted for one year of education, if degree is required.
    • Degree in environmental science, Waste Management, or related field (preferred not required), or several years of relevant work history in the same field.
    • Must be able to obtain and maintain a Common Access Card.
    • OSHA Safety Certification
    • Environmental Compliance Certification
    • USN NAVFAC required Environmental Training on Florida Landfill Training
    • Must be eligible for DoD security clearance as per Naval Station Guantanamo requirements
    • Must be able to successful pass a background check and medical screening
    • Must have a valid passport with 1 year validation from expiration
  • Experience:
    • The Solid Waste Facility Manager shall have a minimum of five (5) years of documentable experience in managing a solid waste landfill/processing/sorting facility of similar size and scope to NSGB.
    • Four (4) years shall be managing a State/EPA permitted Subtitle-D solid waste facility.
    • The incumbent must be well versed in landfill operations, equipment maintenance, administration, and residential/commercial/industrial solid waste collection programs.
    • Incumbent shall possess/maintain a state landfill operator’s certification/license.
  • Skills & Technology Used:
    • Strong leadership and team management skills.
    • Knowledge of landfill operations, equipment, and maintenance of equipment
    • Familiarity with USN NAVFAC environmental compliance standards (preferred) and OSHA safety requirements.
    • Excellent problem-solving and decision-making abilities.
    • Proficient in budgeting and cost control.
    • Strong communication and organizational skills.
  • Physical Activities:
    • Work requires sitting, standing, walking, climbing, bending and routine lifting of equipment and boxes in an office environment.
    • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
    • Heavy work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
  • Working Environment:
    • Work is generally conducted in a shop environment. However, duties may involve the conduct of work in the outdoors area with potential exposure to extreme climatic conditions.
    • The worker is subject to atmospheric conditions. One or more of the following conditions affect the respiratory system of the skin: fumes, odors, dust, mist, gases, or poor ventilation.
    • The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
    • The worker is subject to vibration. Exposure to oscillating movements of the extremities or whole body.
    • Must comply with Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) regulations and company work rules.
    • Must be available to work nights, weekends and holidays when required.
  • Material & Equipment Directly Used:
    • Materials Recovery Facility with associated equipment – sorting separating conveyor system, woodchipper, heavy material shredder, bailers, incinerator, etc.
    • Various shop tools and equipment, hand and power tools, and heavy machinery.
    • Landfill Equipment.
    • Extensive use of a desktop computer and multi-functional device.
    • Steel Toe shoes may be required. Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes, but is not limited to: face mask, head, foot, hand, vision and hearing protective devices.
