About this role

There’s No Us Without U. Care with Us, for Today and Tomorrow

There's no life without water, and at Urban Utilities, we live and breathe that knowledge every single day. It's why our people are so passionate about what they do and how they do it. And it's why we need people like YOU. Come shape our future with us and make a real and lasting impact across our teams.

Your opportunity:

As the Enterprise Program Change Manager, you will lead the people-focused change approach for Urban Utilities’ Health, Safety and Wellbeing Improvement Program (HSWIP). You’ll work closely with senior leaders to design, influence and deliver a wide-ranging program of cultural, behavioural and operational change, ensuring new processes, systems and ways of working are effectively adopted and sustained across the organisation. This role is pivotal in building readiness, managing stakeholder engagement, shaping program-wide communications, embedding safe and consistent practices, and supporting successful transition into business-as-usual to realise long-term program benefits.

Please note that this role is fixed term until October 2027.

About you:

You are a strategic, influential and experienced change leader who thrives in complex environments and knows how to bring people along on the journey. You excel at building strong relationships, shaping compelling narratives, and tailoring change approaches to suit diverse stakeholders. With a deep understanding of organisational behaviour, you can identify readiness gaps, navigate resistance, and design interventions that create genuine adoption. You’re a trusted advisor, an exceptional communicator and a proactive problem solver who brings structure, clarity and confidence to large-scale transformation.

To be successful in this role, you will have:

  • A bachelor’s degree or postgraduate qualification in Business, HR, Communications, Health & Safety, Engineering or related discipline.

  • Accreditation in a contemporary change management methodology (PROSCI preferred).

  • Extensive experience in enterprise level change management within large, complex program environments.

  • Experience planning, designing and executing change strategies, engagement plans and communication frameworks.

  • Strong capability in identifying and addressing change resistance and driving cultural and behavioural shifts.

  • Proven stakeholder management skills, including working with senior executives and diverse internal/external groups.

  • Strong organisational, analytical, problem solving and strategic thinking skills.

  • Experience using data to inform change planning, sequencing and decision making.

  • Experience in utilities, mining or similar industries (advantageous).

At UU, we celebrate diversity. We genuinely believe that bringing together diversity of thoughts, perspectives and expressions is key and crucial to our success as a business. You might find you meet some, but not all, of the job requirements for this role. We’d still encourage you to apply as we we’re looking for the right human being for this role - it’s about so much more than ticking all the boxes!
