Summary:

The Manager, Workforce Administration provides strategic leadership to a team of direct reports that works collaboratively to create and deliver services that meet the needs of the university community in a shared service model while complying with collective agreements, legislation, benefit programs and university policies.  This position is accountable for the implementation, ongoing operations and continuous improvement of human resource processes – in areas of such as recruitment coordination, onboarding and offboarding activities, leaves, benefits and employment transactions - through the management and support of a service-oriented team. 

The manager collaborates closely with stakeholders across the institution to build and maintain partnerships, ensure data accuracy, streamline workflows, and support compliance with institutional and regulatory requirements. This role also plays a key part in identifying trends and opportunities for system enhancements and process improvements to increase efficiency and service quality.  As a member of the unit leadership team, the manager contributes to strategic planning and advancing operational excellence and partner experience.


Duties and Responsibilities:

  • Leads workforce planning and decision-making, in compliance with regulations, legislative requirements, and collective agreements.
  • Cultivates strong, strategic relationships with internal and external stakeholders to identify and pursue opportunities that advance university and unit goals.
  • Leads the execution of collaborative, cross-functional solutions to complex issues, driving alignment and effective problem-solving across teams.
  • Develops solutions and forward-thinking strategies to resolve challenges and identify opportunities that enhance partner outcomes, meet compliance, and elevate service delivery.
  • Identifies development opportunities to strengthen individual capabilities, aligning talent growth with professional aspirations and organizational objectives.
  • Manages all aspects of the employee lifecycle including recruitment, training and development, workflow planning, performance assessment and management. 
  • Leads team operations with a focus on partner service, monitoring for compliance with regulatory requirements, contractual obligations, financial, operational, and procedural standards.
  • Drives operational performance by establishing and monitoring key metrics, and delivering accurate, actionable reporting to inform and align stakeholders.
  • Identifies performance trends and areas for improvement, provides context through consistent, data-driven insights.
  • Leads and actively contributes to the strategic planning and design of enhanced unit strategies, priorities, goals, operations, and services, driving improvements that elevate the partner experience and maximize overall organizational effectiveness
  • Responds to and resolves complex human resource enquiries and associated administrative activities through the use of multiple financial and human resources information systems, software applications and technical support tools.
  • Oversees data within the human resource information system and develops strategies for enhancements or upgrades.
  • Mitigates risk by remaining current with and complying with relevant legislation, benefit programs, policies, guidelines, processes, and collective agreements.
  • Communicates and acts in a respectful and professional manner, collaborates effectively, abides by policy, contributes to a positive and productive work and learning environment, and models these behaviours across the institution. 
  • Builds and leads diverse teams, champions inclusive leadership, and values different perspectives. 
  • Engages in and supports the understanding and growth of employees with the frameworks, initiatives and activities relating to equity, diversity and inclusion and Indigenous engagement. 
  • Undertakes related duties, as assigned, consistent with the nature of the position.

Qualifications:

  • Bachelor’s degree in human resources, business, or a related discipline. Chartered Professional in Human Resource (CPHR) is preferred.
  • Minimum of seven years of related experience in human resource processing such as recruitment, benefit administration, leave provision, preferably within a large public organization.
  • Minimum of four years’ experience in a managerial or leadership capacity within a service-oriented, continuous improvement focused environment.   
  • Experience working in a diverse and inclusive environment with high volumes and tight timelines is essential.
  • Advanced expertise in human resources, including systems, processes, and industry best practices, ensuring accuracy, compliance, and operational efficiency.
  • Strong partner-service orientation with an ability to build effective relationships across teams and stakeholder
  • Uses critical management analysis skills to identify issues and collaborative opportunities to enable the unit and the university to meet its goals.
  • Excellent interpersonal and communication skills.
  • Innovative problem-solving abilities, analytical thinking and attention to detail.
  • Ability to effectively work independently and collaboratively in a diverse and inclusive environment.
  • Proficient computer skills, including Microsoft Office applications, and experience with human resource systems and applications; familiarity with USask-specific systems is an asset.
