About this role

The University Center for Excellence in Developmental Disabilities (UCEDD) is seeking a program manager to oversee the training and technical assistance work of the Aging and Disability Resource Center (ADRC) Technical Assistance and Call Center. This position utilizes excellent communication, problem solving and leadership skills to manage operations and staff to ensure that ADRC member organizations and others have access to high quality training and support to help provide excellent services to people with disabilities and complex health conditions and those who are aging. This is a specified term position with funding through June 30, 2026, with strong likelihood of renewal.

This position is eligible for remote work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually, and must comply with the remote work program and related policies and employee travel policy when working at a remote location.

  • Oversee, plan and manage the long term strategic and day-to-day operations of the training and technical assistance component of the ADRC project.  Oversee new initiatives that implement the contract deliverables. 

  • Develop and monitor budgets, contracts, and subcontracts.

  • Gather information, summarize, and prepare reports that meet the requirements of the funder.

  • Create and maintain project workplans.

  • Leverage financial resources to carry out project deliverables and goals.

  • Research grant funding opportunities and determine potential partners for collaboration.

  • Write and/or assist in writing grant applications and contracts as needed.    

  • Promote the ADRC Technical Assistance and Call Center internally and externally.

  • Serve as liaison for UCEDD with project partners and stakeholders and promote collaborative working relationships. Represent UCEDD to UI, UI Health Care and external audiences.

  • Provide virtual and in-person trainings on a variety of topics.

  • Measure and report performance of the program expectations and assess against strategic goals.

  • Ensure compliance with all program and University policies and procedures. 

  • Oversee the development and implementation of data collection and quality improvement strategy.

  • Measure and report performance of the grant expectations.

  • Conduct program evaluation and quality improvement processes.

  • Prepare written reports that accurately and effectively present the data and key findings of analysis. 

  • Provide administrative supervision of staff members.  Make hiring decisions and recommendations regarding other human resources actions.

Required Qualifications:

  • Master’s degree in social work, public health, or related field (social services, education, health field, psychology, public health or related human services field), or an equivalent combination of education and experience is required.

  • Minimum of three years of program coordination and/or management experience.

  • Direct experience providing training and technical assistance.

  • Demonstrated skills in communicating with internal and external stakeholders, such as state agencies, administrators, vendors but also people with disabilities, their family members and community providers.

  • Experience and proven comfort utilizing a variety of online communication environments and software solutions.

  • Excellent written communication skills and experience writing technical documents.

  • Excellent verbal communication skills, including experience or capacity to demonstrate positive interpersonal skills and lead work teams.

Desired Qualifications:

  • Experience working in the aging and/or disability service systems in Iowa is highly desirable.

  • Experience working with program evaluation and process improvement functions.

  • Knowledge of UI policies and procedures.
