About this role

Universal Technical Resource Services, Inc. (UTRS) is currently seeking a Quality Assurance Manager to join our team! This position will provide independent quality assurance and strategic cybersecurity oversight for CSSP products, services, and processes by assessing compliance and performance, guiding remediation of security issues, tracking DoD cyber developments, and managing change control documentation to ensure reliable, mission-aligned delivery. This position will be based in Adelphi, MD, with occasional remote work.



What will you be doing?

 

This position will be a key member of the Mission Support Team. Duties include:


  • Define and maintain the information security quality and strategic roadmap by coordinating with business and technology teams to identify required future-state security capabilities and priority risk areas.
  • Develop and execute a comprehensive quality assurance plan to ensure the quality of CSSP IT products, services, and systems (internal and subscriber-facing).
  • Monitor and assess emerging DoD cybersecurity trends, technologies, and regulatory changes to keep CSSP practices aligned with current defense cybersecurity requirements.
  • Provide analysis and lifecycle support for tools and solutions, including requirements definition, design input, implementation, deployment, documentation, and recommendations.
  • Recommend technical strategies to resolve complex, persistent security issues; advise leadership and stakeholders on scope, urgency, impact, vulnerability identification, and remediation actions.
  • Perform independent verification and validation (IV&V) of applications, tools, policies, procedures, and programs produced across CSSP teams (e.g., software development, systems administration) to reduce uncertainty and drive remediation.
  • Support Change Control Board (CCB) execution by maintaining procedures, documentation, and archival records in JIRA/portals and, as required, classified repositories (e.g., CCB charter, SOPs, and process diagrams).



What skills will the ideal candidate have to be successful?



This position will require the following:

 

  • Bachelors Degree required (related field preferred), with 4 yrs experience or 8 yrs of additional relevant experience
  • DoD Top Secret/SCI security clearance Required
  • Strong multi-tasking skills and ability to prioritize various tasks and assignments in a dense environment to meet defined and/or undefined deliverables.
  • Proficiency in delivering concise briefs and reports to large groups and senior leaders, with strong communication skills to effectively convey complex cybersecurity concepts.
  • Possess expertise in cloud technology, with a strong understanding of cloud platforms, services, and best practices relevant to cybersecurity.
  • Proficient in Microsoft Office suite, particularly Outlook, to efficiently manage and prioritize high volumes of email communication, ensuring timely responses and effective correspondence management.
  • Familiarity with Army and DoD policies influencing the cybersecurity community, ensuring compliance and alignment with relevant regulations and directives.
  • Utilize project management principles and methodologies (PMI) to effectively plan, execute, and complete tasks, ensuring efficient project delivery and stakeholder satisfaction
  • Preferred experience in using Tableau, JIRA, Confluence, and Salesforce.
  • Must be able to speak, read, and write fluent English
  • Must be a US Citizen.
