About the Role

We are seeking an experienced Subcontracts Specialist to join our Fuels & Engineering East business. Reporting to the Senior Commercial Manager, this role is responsible for establishing, negotiating and managing subcontracts across the portfolio, supporting supplier performance and ensuring strong commercial governance.

You will work closely with project, maintenance and tender teams to deliver robust procurement and subcontracting outcomes, mitigate risk and support the on‑time, on‑budget delivery of projects.

Key Responsibilities

Develop, negotiate and execute risk‑balanced and commercially sound subcontracts

Manage post‑award subcontract administration, purchasing and performance management

Support tender, project and operational teams with subcontracting strategies and execution

Lead RFQ processes and conduct competitive market assessments

Ensure compliance with CIMIC procurement policies, UGL governance and head contract requirements

Develop and implement procurement management plans, schedules and strategic sourcing approaches

Support supplier relationship and performance management frameworks

Identify and manage subcontract risks, issues and commercial disputes

Maintain subcontract registers, documentation and reporting

Drive continuous improvement in subcontracting, procurement and supplier management practices

About You

Relevant qualification in law, business, engineering, quantity surveying, procurement or project management

Proven experience in complex subcontracting and procurement environments

Strong knowledge of subcontract commercial instruments and contract negotiation

Experience within engineering, oil & gas, power, defence, utilities or resources sectors

Highly developed communication, influencing and negotiation skills

Proficiency in SAP (or similar ERP systems) and Microsoft Office (Excel and PowerPoint)

Ability to manage multiple priorities and perform under tight timelines

Customer‑focused, commercially astute and results‑driven

About UGL Limited

UGL Regional Linx was established in 2021, after parent company, UGL Limited was selected to deliver operations and maintenance of rail infrastructure for the Country Regional Network (CRN). This network ensures the safe movement of people and goods throughout the regions of NSW, and links Sydney with many important regional centres.

UGL Regional Linx commenced operations on January 30 2022 and works on behalf of the client, Transport for NSW (TfNSW) and will be responsible for managing an important network of assets. As part of its operation, UGL Regional Linx’s scope of work includes:

The CRN network includes:
• 2,386 route kilometres of operational passenger and freight rail lines, including 996 km of branch line track used predominantly for haulage of grain, with lower mass and speed limits than other parts of the network
• 3,139 route kilometres of non-operational lines
• 27,000 hectares of land and infrastructure
• 1,312 level crossings (300 active)
• 1,200 property assets (including 356 heritage sites)
• 600 rail under bridges and 384 road overbridges

The CRN is a crucial piece of infrastructure to regional NSW and UGL Regional Linx is committed to ensure that it delivers for all customers, from rail passengers to farmers and industry.
