Brief Job Description:

 

Works under limited supervision of the Registration and Records Management Group Manager. Performs routine managerial work overseeing the daily operations and activities of the Registration team. Assists the Registration and Records Management Group Manager with establishing program goals and objectives, developing guidelines, procedures, policies, rules and standards for achieving Branch goals. Assesses and provides training, curricula, methods and materials. Provides direct assistance to the Registration and Records Management Group Manager and actively participates with the Registration and Records Management Group Manager on activities including personnel, purchasing, planning and training. Provides assistance to stakeholders, Department, and Section staff in completing vital records/reports and communications. Work involves coordinating with assigned staff, other Branches in VSS, local registration officials, and state and federal agencies. 

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

(25%) Manages and oversees the registration of vital events, which assure the timely and efficient processing of birth and death registrations for the State of Texas. Ensures successful integration of existing systems with new development, to facilitate the electronic registration of vital events. Evaluates new technical development, providing input and specialized program related direction to vendor.

 

(30%) Manages and oversees the activities of the Registration team. Supervises and oversees professional staff in the prioritization and implementation of program activities. Establishes program goals and objectives. Plans and develop methods, guidelines, operating instructions, and processing/communications functions. Monitors compliance with policies and procedures. Assesses and analyzes systems and training. Interviews and select staff, including preparing job descriptions. Counsel staff, conducts program and personnel evaluations. Approves leave and training schedules.

Designs and conducts training, curriculum, and workshops; plans and participates as a speaker at conferences. Analyzes and evaluates program activities, objectives and procedures, and recommends and implements improvements including automation.

 

(15%) Manages and oversees assigned staff to ensure Branch goals are achieved and that customer requests are timely and accurately processed. Monitors the compliance of Branch activities in accordance with the Texas Health and Safety Code, Texas Family Code, and the Texas Administrative

Code. Collaborates with local registration officials to ensure the public receives accurate interpretations of the statutes orally and in writing and with other agencies concerning contracts and vouchers.

 

(20%) Provides technical guidance to the Branch Manager in the management of the Branch, giving advice on planning, personnel, purchasing, policies and procedures. Develops and implements evaluation activities, productivity reports and studies on program activities including delayed record filings. Identifies areas of needed change and makes recommendations for improved performance. Performs and executes special assignments or investigations.

 

(5%) Reviews legislation and participates in strategic planning activities for the Branch.

 

(5%) Performs other duties as assigned. Other duties as assigned may include actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or

recovery or COOP activation. Such participation may include an alternate shift pattern assignment and/or location.

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

Bachelor’s degree preferred.

Two years’ experience interpreting regulations, policies and procedures;

local, state or federal legislation; or unit rules and regulations.

Two years of relevant work experience communicating verbally and in

writing with diverse professionals, customers, government officials or

the general public.

Two years’ work experience developing reports and presentations using Microsoft Word, Excel, Visio, PowerPoint.

Experience managing / leading a team.

 

Additional Information:

This position is required to be on-site and to ensure business continuity, daily attendance is key.
