The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Program Specialist VI position within Access and Eligibility Services (AES), Eligibility Operations Vendor (EOV). AES is driven by its mission to connect Texans to people, services, and support by helping individuals and families needing food, medical care, cash assistance, and other social services. The Program Specialist (PS) VI serves as a team member for EOV in the areas of the Eligibility Support Services (ESS) project. Serves as project manager, business lead, and primary point of contact for Eligibility Support Services projects. The PS VI will also serve as a project manager, project lead, and/or project participant and oversee project management activities related to the ESS project. Performs oversight of vendor activities and is responsible for overseeing and monitoring the progress of project development and implementation for internal and external business activities, which lead to automation and operational scope changes to provide quality eligibility services. Works directly with the ESS vendor to monitor compliance with contractual obligations to meet key performance requirements. Performs highly advanced (senior level) managerial consultative services and technical assistance work overseeing the operations and activities of the Eligibility Support Services project. Work involves establishing goals and objectives, planning, developing initiatives, and coordinating services to executive and management staff; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving program performance measures; coordinating and evaluating program initiatives, trials, activities, and providing consultative services. Provides effective team coordination and oversight of assigned areas. Facilitates communication, cooperation, coordination, and conflict resolution among assigned projects and support areas. Respond to legislative inquiries about EOV areas through research, analysis, and data evaluation. The PS VI will identify trends, business and training needs, and program effectiveness associated with cutting-edge concepts, new initiatives, and innovative technologies to determine their feasibility and applicability for system enhancement solutions and procedures operated by vendors to meet the mission and vision of AES.

Essential Job Functions (EJFs):

  • Perform advanced consultative services and technical assistance coordinating, developing, evaluating, and managing initiatives, outcomes, and Key Performance Requirements (KPRs) performed by the ESS vendor.
  • Serve as a Point of Contact (POC), product owner, project lead, or participant for multiple ESS projects, establishing goals and objectives, coordinating and evaluating proposals, pilots, and other activities.
  • Develop guidelines, policy, and procedure recommendations for achieving performance measures to executive leadership and management for evaluation.
  • Research, analyze, and evaluate data and performance outcomes associated with cutting-edge concepts, new initiatives, and innovative technologies to determine feasibility and identify trends to make corrective action recommendations for training needs, policy updates, and operational procedures.

  • Local, state, and federal laws and regulations related to agency programs.

  • Oversight practices for evaluating contractual-related activities.
  • The State Action Request (SAR) and Vendor Action Request (VAR) process for formal contractual communication between the vendor and the state.

Initial Screening Criteria:

Experience leading and coordinating projects and workgroups required. Experience developing and documenting business needs, processes, rules, and business/functional requirements. A minimum of two years applying HHSC Eligibility Operational procedures and program rules and regulations for SNAP, TANF, and Medicaid Eligibility. Experience with computer software such as Advanced Microsoft Office. Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is preferred. Experience working with state-contracted vendors is preferred.
