The Document Processing Operations Lead supports and monitors daily operations for the Document Processing Services (DPS) contractor operations and maintains expertise on high volume outbound correspondence related to public assistance programs.  The DPS contractor retrieves and processes incoming mail on behalf of AES and electronically images physical documents critical to the AES mission of connecting Texans to quality services.

 

The selected candidate will have roles in problem management, change management, business continuity planning, emergency response, performance monitoring and reporting, policy interpretation, project management, contract solicitation development, and much, much more!

 

The selected candidate must use various skills to manage competing priorities, promote efficiency, and respond to daily challenges.  

 

Position will work under minimal supervision with extensive latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy to perform the following general job functions:  

 

  1. Serve as operational lead and primary point of contact for the HHSC AES Vendor Operations team for HHSC for the Document Processing Services (DPS) contract operations; provide general direction for the Document Processing Center contractor and perform contractor performance monitoring related to daily operations. [30%]

 

  1. Actively seek error trends and collaborate directly with the contractor management and other agency areas to resolve issues and drive corrective action. [15%]

 

  1. Conduct studies and analysis of operational challenges and contractor services, preparing reports of findings and recommendations for process improvement. [15%] 

 

  1. Perform advanced consultative services and technical assistance with developing, evaluating, and managing initiatives, outcomes, Key Performance Requirements (KPRs) and Deliverables performed by the DPS contractor. [15%] 

 

  1. Serve as a Product Owner or area representative for AES projects. Duties will include conducting impact analysis, leading meetings, evaluating proposals, creating project documentation and status reports. [5%]

 

  1. Develop guidelines and policy and procedure recommendations for achieving performance measures to executive leadership and management. [5%]

 

  1. Analyze and evaluate data and conduct independent research to predict and influence performance outcomes. [5%]

 

  1. Assist in development of scope of work and detailed contract requirements. [5%]

 

  1. Responding to evolving needs of the Agency and performing other duties as assigned. [5%]

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major course work in business administration or a field relevant to the job description. Experience with oversight of contract services is preferred.
