Reporting to the Vice President of Townline Construction (TLC), the Business Development Manager (BDM) serves as a key construction team leader within the TLC business development team for British Columbia and Western Canada. This role is responsible for driving new construction opportunities across public and private sectors, engaging with stakeholders, government agencies, clients, customers, and the consultant community, while also acting as a connector for the broader Townline Group of Companies. A primary focus is cultivating and strengthening relationships that uphold TLC’s high standards for stakeholder satisfaction and engagement.

The BDM oversees all construction based business development activities, leveraging internal teams to enhance visibility, maximize opportunities, and secure new work. The position is accountable for reporting on TLC’s future client targets, key sales opportunities, pipeline forecasts, and annual sales metrics to the VP, Construction. Additionally, the BDM leads and supports the preparation and completion of TLC submissions—including those pursued through the TLHS banner—as well as all market-facing proposal and presentation initiatives.

General Duties & Responsibilities

Business Development Leadership

  • Identify new market and non-market project opportunities by leveraging relationships with consultants, developers, institutional and program-based clients. In collaboration with TLHS leadership, pursue TLHS-aligned opportunities with BC Housing, CMHC, non-profit housing operators, development consultants, and municipalities.
  • Lead the evaluation and due‑diligence of prospective work in Metro Vancouver, working closely with the VP, Construction; Director of Development, TLHS (Vancouver and Vancouver Island); TLC Operations and Preconstruction teams; Marketing; and required external consultants.
  • Advocate for more efficient and flexible funding models to support affordable housing by providing feedback to BC Housing on program effectiveness, contributing realistic market and construction pricing insights, and maintaining open dialogue with public and private partners to position Townline as a trusted advisor and thought leader.
  • Develop and execute pursuit plans, strategies, schedules, and budgets, including reporting on TLC’s book of business, while ensuring critical milestones, funding parameters, quality standards, and financial targets are achieved.
  • Build and maintain strong relationships with partners, development consultants, community stakeholders, and government authorities, and stay current on non-market policies, funding programs, bylaws, regulations, and guidelines that impact the business and specific projects.
  • Act as a company ambassador by strengthening Townline’s brand and profile through representation at industry events, facilitating broader team participation, and identifying public-facing opportunities such as panels, industry forums, and charitable initiatives.

Client & Stakeholder Relations

  • Build and strengthen relationships with clients, development consultants, funders, and municipalities.
  • Engage new clients to explore partnership and project opportunities, positioning TLC as a trusted advisor.
  • Maintain communication with existing clients, providing updates on project schedules, preconstruction milestones, and cost summaries.
  • Support contract negotiations and assist in drafting, reviewing, and circulating CCDC contract formats.
  • Identify opportunities for TLC leadership to participate in public‑facing and community events to enhance organizational visibility.

Proposal & Submission Management

  • Lead or support the preparation of proposals, RFQs/RFPs, and client presentations for TLC and TLHS‑supported pursuits.
  • Work with internal teams to develop competitive, accurate, and compliant submissions.
  • Track and report on TLC’s pipeline, critical pursuit milestones, funding requirements, and submission deadlines.

Financial & Operational Alignment

  • Ensure proposed projects meet acceptable margin expectations and align with TLC’s financial objectives.
  • Provide market pricing insights and collaborate on construction cost summaries for funding applications and client approvals.
  • Forecast sales pipelines, track key opportunities, and report metrics to the VP Construction.

Skills & Requirements

  • 10+ years’ experience in construction and/or real estate development. 
  • Self‑starter who takes ownership of projects and outcomes. 
  • Collaborative, relationship‑focused, and team‑oriented. 
  • Comfortable leading teams toward shared goals and delivering high‑quality work under tight deadlines. 
  • Embraces technology and innovation, including AI. 
  • Strong analytical, decision‑making, and problem‑solving skills. 
  • Solid understanding of construction processes, contracts, and funding requirements. 
  • Skilled in proposal/technical writing and RFP strategy. 
  • Strong computer skills (Excel, Canva, Figma, Word; MS Project an asset). 
  • Clear communicator with strong interpersonal skills. 
  • Detail‑oriented, results‑driven, and effective in fast‑paced environments. 
  • Knowledgeable in acquisitions and development financing, including proformas. 
  • Proven experience leading multidisciplinary teams on complex, mixed‑use projects. 
  • Works independently, communicates challenges openly, and provides solutions. 
  • Coachable and receptive to feedback with a continuous‑improvement mindset.
