Job Description:

Position Purpose Summary:
The Shelter Manager provides holistic leadership to all shelter programs led by The Salvation Army, including the Emergency Shelter,  and The Evergreen Apartments in accordance with The Salvation Army mission, values and standards.

  • Serves as a leader for all The Salvation Army sheltering program operations in Campbell River
  • Oversee Guest and Tenant Services – Case Management
  • Serves as The Salvation Army representative to Shelter Guests, Apartment Tenants and Visitors

Key Accountabilities:

  • Serve actively as a member of the Senior Management Team for Ocean Crest Community Ministries as well as participate in other meetings and committees as needed
  • Oversee maintenance of Sheltering Policies & Procedures in compliance with Accreditation Standards of The Salvation Army and adjust or develop as required, with approval from Corps. Officer
  • Ensure all written reports for government purposes as well as for The Salvation Army are completed accurately and in a timely manner
  • Understanding of The Salvation Army Policies and Procedures
  • Understanding of the Collective Agreement between The Salvation Army and the BCGEU
  • Ensure objectives of contracts with BC Housing and Vancouver Island Health Authority are being met
  • Directly responsible for Staff & Volunteers recruiting, training, orientation, evaluation and discipline
  • Ensure challenges are reviewed and resolved (this includes staff and volunteers)
  • Review, approve and submit staff timesheets to Finance Administrative Assistant
  • Directly oversee day to day operation of Evergreen Apartments and Evergreen Emergency Shelter
  • Directly responsible for monitoring and building budgets for Shelter programs
  • Chair monthly staff meetings
  • Be available to shelter staff, sharing on-call duties that may involve contact after hours and weekends. May require being on-site or on the phone approval.
  • Ensure properties are maintained properly, including both short and long-term strategies.
  • Oversee Occupational Health and Safety for all shelter staff and volunteers, in conjunction with the Safety Committee.
  • Relieve the Community Ministries Supervisor in their absence and oversee the various community ministries.
  • Work with Community Ministries Supervisor in developing programs that will assist shelter guests in moving towards obtaining long term housing.
  • Develops, leads and arranges training for all shelter team members, as well as other Ocean Crest team members where possible. This also includes proper recording keeping.
  • Ensure Shelter volunteers receive proper training and supervision
  • Other duties as required

Health & Safety:

  • Serves on the Occupational Health and Safety Committee – Management Representative

  • Ensures there is a unionized shelter representative to serve on the Joint Occupational Health and Safety Committee.

  • Develops and monitors health, safety & environmental procedures and ensures that all staff are aware of procedures and are trained

  • Implements appropriate safety and security procedures as necessary and ensure the Health & Safety Manual is current

  • Develops and monitors emergency procedures and ensures that all staff are aware of procedures and are trained; conducts periodic fire drills

  • Ocean Crest has had long-standing polices of providing a safe and healthful workplace, protecting the environment and conserving energy and natural resources. Every employee is expected to follow this policy and to report and environmental, health or safety concern or suggestion for improving our environmental impact to their manager.

MANAGERIAL RESPONSIBILITY:

  • Reports directly to Corp. Officer

  • Directly responsible for hiring, orientating, training, and evaluating in concert with Territorial/Divisional standards and collective agreements
  • Directly responsible for discipline and termination in concert with Territorial standards; submits and acts on incident reports; deals with complaints, with approval from the Corps Officer.

  • Actively participates in interviewing potential employees along with Employee Designate.

  • Provides direction and supervision to all shelter team members, including annual performance reviews. (PEAC)

  • Maintains EMS (Environmental Management System) for shelter operations by ensuring goals and targets are being met.

FINANCIAL AND MATERIALS MANAGEMENT:

The incumbent prepares annual budgets or revenue projections for the department; monitors departmental expenditures; may liaise with auditors or funding officials.  The Shelter Manager has input to new policies and procedures pertaining to the management of financial resources.

The incumbent’s work environment is typically in the Shelter.

Education and Experience Qualifications:

Education, Qualifications and Certifications:

The successful job applicant will have graduated from a related specialized Post Secondary course.

Minimum of two years’ experience in management or related field. 

NOTE:  An alternative level of education and experience may be acceptable.

1.Food Safe level 1

2.First Aid Level 1 certification

3.Valid Driver’s license and clean driver’s abstract

4.Criminal Records Check (for vulnerable people and children)

Experience and Skilled Knowledge Requirements

At least 2 years of prior related experience, including experience in a wide range of social service programs, managing people and resources, managing a unionized setting, and communicating orally and in writing with government officials and/or funders. would be an asset.

Compensation:

The target hiring range for this position is $62,673.90 to $78,342.38 with a maximum of $94,010.85.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
