The Finance Manager directs, leads and manages the financial operations of the Department of Psychiatry within the College of Medicine (COM), and the Faculty Group Practice (FGP).

Makes decisions, develops implementation strategies and provides guidance for all financial activities and day-to-day financial operations for all funds within the Department of psychiatry including research, endowment, development, contract, academic enrichment, state contract funds, clinical revenue and all expenditures.

Directs, develops, implements and administers the annual budget process for clinical, research and education with the Department Leadership. 

Collaborates with the Department, COM and Ohio State University Physicians (OSUP) finance for budgeting, accounting, accruals, and reporting for consolidated expenditures. 

Manages health system operating support, medical center investment dollars, COM research & education investment, clinical revenue, and operating dollars. Analyzes, develops and makes recommendations on funding models.

Presents recommendations for changes and/or improvements in monetary control and adherence to budgets.   Analyses new revenue streams and opportunities for cost reductions and presents to department leadership. 

Participates in short and long-range planning activities and forecasting with Department Leadership.  Advises and makes recommendations on fiscal and budget matters to leadership.

Manages financial reconciliation, accounting, and purchasing processes. 

Approves financial activity for the College as delegated including, but not limited to, purchases, journals, transfers, travel, etc. Manages college policy exceptions in accordance with established College and University policies and guidelines and reviews for appropriateness

Performs analysis of revenue and expenditures and produces financial statements, variance analysis reports, and scorecards. Provides expert advice to resolve financial and budgetary issues. 

Ensures adherence to appropriate internal control structures and compliance with University, COM, and Medical Center policies and procedures, state and federal regulations. 

Develops and implements policies and procedures to ensure effective systems for budget and fiscal management to meet internal and external audit requirements. 

Recruits, hires, trains, manages, coaches, and evaluates department fiscal personnel. 

Represents the department at various business meetings. 

Minimum Qualifications:

Bachelor's degree or equivalent experience. Advanced degree in relevant field may be desirable. 5 years of relevant experience required 8-12 years of relevant experience preferred.
