Supervision (Anti-Money Laundering/Anti-Terrorist Financing) Department
The Bermuda Monetary Authority (Authority or “BMA) is seeking a skilled and capable individual to join our Supervision (Anti-Money Laundering/Anti-Terrorist Financing) Department as a Temporary Senior Officer – Programme Manager. This is a two-year fixed-term contract position reporting to the Director of the department. The Temporary Senior Officer – Programme Manager will play a pivotal role in facilitating governance and execution of the overall Anti-Money Laundering (AML) programme, co-ordinating and overseeing the planning and execution of approved projects and initiatives. The postholder will manage a programme plan to assure successful delivery of key department objectives facilitated by tracking and reporting at the project level on a regular basis. They will work closely with project owners, to provide the necessary level of hands-on support to assure the success of each project. This may involve any or all of scoping, planning, requirements gathering, coordination of partners for development or delivery, testing coordination and implementation support. The incumbent will also be responsible for regular reporting, issue identification and escalation, including identifying reprioritisation needs.
This is a key role for the Authority, and the postholder will be responsible for but not limited to:
• Managing the AML/ATF programme plan, conducting regular programme governance meetings and preparing of relevant reports to ensure the successful delivery of key departmental objectives.
• Liaising with AML staff to gather requirements, develop specifications, document new business processes and procedures, facilitate testing, training and user acceptance, and oversee rollout of solutions
• Providing hands-on support to project owners and stakeholders throughout the project lifecycle, including scoping, planning, requirement gathering, coordination of partners for development or delivery, testing coordination implementation support and issue escalation
• Facilitating identification, escalation, and resolution of issues and risk to keep projects and the overall programme on track. Effecting reprioritisation at the programme or project level when necessary
• Ensuring clarity and planning for each phase of projects, providing constructive support and challenges to project owners to deliver quality change or outcomes using technology and innovation
• Working closely with the AML/ATF management team to maintain a clear picture of key corporate or relevant sister departmental technical or change initiatives, ensuring appropriate AML/ATF participation
• Providing regular updates on projects and programme status, including identification of issues and reprioritisation needs
• Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post
This position requires a proven technical and business background, therefore, the postholder must have:
• A master’s degree (or equivalent experience) in a business, financial, or accounting discipline from a recognised institution, or a comparable combination of education, professional certification, and relevant work experience. Professional qualifications, such as those offered by the Project Management Institute, will be considered an asset
• Minimum of seven (7) years relevant experience, with at least (4) years at a comparable level in the financial services business, and/or working experience with a financial regulatory body. Industry experience is preferred
• Project Management Professional qualification is preferred
• Strong organisational and project management skills, with the ability to manage multiple priorities and projects concurrently
• Excellent analytical, problem-solving, and decision-making abilities
• Effective communication and interpersonal skills for collaborating with diverse stakeholders
• Demonstrated ability to work independently and as part of a team
• Flexibility and adaptability to respond to changing priorities and requirements.
