About this role

Responsible for providing and coordinating activities associated with advanced professional engineering procurement contracts.
Manages the consultant selection teams and ensures procedures are adhered to and compliance with applicable federal and state
laws, policies, standards and guidelines. Serves as engineering functional expert providing management of contracts and work
authorizations for Engineering, Architectural and surveying services. May Serves as Project Manager and provides ongoing guidance
to staff engineers. Work requires contact with governmental officials and private entities. Employees at this level establish
their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the
occurrence.

Essential Duties: 

  • May serve as project leader.
  • Develops contracting strategies and directs the procurement, administration and communication processes for professional services contracts
  • Leads the consultant selection teams and ensures proper consultant process; oversees and coordinates projects and program activities.
  • Negotiates job classifications and level of effort requirements with professional agencies.
  • Oversees and direct the processing and review of consultant selection documentation, contracts and associated documents through execution.
  • Develops professional service budgets.
  • Oversees, develops and/or conducts training for procurement engineers and project staff.
  • Develops engineering contracting strategies.
  • Develops and negotiates scopes of work, contract work schedules and other contract agreements.
  • Performs other job responsibilities as assigned.


Minimum Qualifications: 

Education:

Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS

Experience:

5 years of experience in engineering, procurement engineering or related engineering experience
(Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications: 

  • Valid driver’s license. This position requires driving a state vehicle. 

  • TX Licensed Professional Engineer. 

    • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must
      (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

 

Competencies: 

  • Engineering principles, practices and methods and the application of engineering theory
  • Contract development and oversight
  • Applicable industry safety standards, guidelines, and specification codes

Physical Requirements and Working Conditions: 

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Talking-expressing or exchanging ideas by spoken words
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
