Position Summary: 

A member of the College of Science and Technology (CST) Senior Leadership Team, the Vice Dean of Finance & Administration reports directly to the Dean. The Vice Dean oversees daily financial operations and leads planning, analysis, reporting, policy development, and continuous strategic improvement for finance, budgets, and accounting within CST, including forecasting, development, and management of the approximately $110 million operating budget.

Responsibilities include: advising the Dean and senior staff on all financial matters related to day-to-day operations; overseeing the development, implementation, maintenance, and compliance with financial policies and procedures; establishing budget projections and strategic financial planning and documentation for the Provost’s Office; advising the Dean and senior staff on resource allocation; presenting quarterly budget reports; and promoting the growth of auxiliary programs for both schools. The Vice Dean provides oversight of budgets and carryover funds for six academic departments and an extensive portfolio of administrative and support units, including centers, institutes, development functions, and scholarship programs. The Vice Dean directly supervises the financial manager and the HR operations administrator coordinator and serves in a management capacity for fiscal operations, capital projects, and budget planning. The Vice Dean is financially responsible for CST Research grant budgets and expenditures. The Vice Dean serves as the College liaison to central administrative departments, including the Provost, Budget Office, General Accounting, purchasing, and others, in the execution of this role.

The Vice Dean supports personnel administration, including input on hiring and compensation matters related to budgets, and oversees the Position Control Number (PCN) system. The Vice Dean also collaborates with the University, Schools/Colleges, and external entities to plan, coordinate, and implement services that support the college’s mission, goals, and strategic plan.

Performs other duties as assigned.

Required Education & Experience: 

Master's degree and at least 8 years of directly related experience in a complex business or university setting that includes: leadership and staff supervision; budget and financial planning; and business and operations management. 

An equivalent combination of education and experience may be considered.

Preferred – Ten years of directly related experience

      Ability to expand and apply expertise across multiple functional areas, demonstrating versatility and depth of knowledge.

      Skilled in strategically allocating financial, human, and material resources to meet institutional goals efficiently and responsibly.

      Advanced proficiency in forecasting, financial planning, and data analysis, including working with large and complex financial datasets.

      Demonstrated ability to conduct needs assessments and provide informed, actionable recommendations.

      Experience contributing to university budget committees and advising on the financial implications of institutional requests and initiatives.

      Demonstrated ability to manage departmental accountability through performance monitoring, metric development, and preparation of comprehensive reports.

      Ability to lead special projects and produce high quality financial, statistical, and analytical reports.

      Experience reviewing and overseeing proposals and contracts to ensure compliance with university policies and financial standards.

      Ability to serve as a liaison with University Counsel, Accounting, and other administrative units.

      Experience in planning, implementing, and managing departmental programs, ensuring alignment with stated objectives and continuous performance evaluation.

      Strong organizational and prioritization skills, with the ability to manage multiple competing demands in a fast-paced environment.

      Proven problem-solving capability with a track record of independently resolving complex issues using sound judgment and creative approaches.

      Exceptional communication, negotiation, and team management skills, including the ability to coach, mentor, and develop junior finance staff.

      Strong interpersonal and collaborative abilities, effectively partnering with stakeholders at all levels and serving as a subject matter expert in financial leadership.

      High level of professionalism, confidentiality, and emotional intelligence, especially when navigating sensitive or challenging situations.

  Proficiency with MS Office Suite (Word, Excel, Access, PowerPoint, Outlook) and strong overall technical competency
