The Space and Intelligence Division provides professional services to the US Space Force, Combatant Commands, Intelligence Community, and NASA. The Intelligence Programs Group (IPG), part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). SPA has an SPA has an immediate need for a Senior Contracting Officer.
Responsibilities
- Act as a business advisor, providing expertise on acquisition strategies, contract types, market research, and contracting methods, including sole source and competitive procedures.
- Prepare acquisition-related documents (e.g., Acquisition Research Center (ARC) postings, Acquisition Plans, and Contract Review Panel briefings).
- Conduct continuous compliance reviews and resolving contract performance issues.
- Collaborate with Program Managers, Contracting Officer's Technical Representatives (COTRs), and Contracting Officers (COs) to provide daily financial and business management support.
- Maintain awareness of and ensure compliance with Federal Acquisition Regulations (FAR) and Source Selection processes.
- Identify and implement efficiencies to improve contract operations, documentation, and compliance.
- Develop and present contract-related recommendations to management, including resource allocations and corrective actions.
Qualifications
Required Qualifications:
- Active TS/SCI and current Polygraph
- Please discuss specific polygraph requirements with an SPA Talent Acquisition professional
- Bachelor’s degree in Business Administration, Contracts Management, Finance, or a related field
- Minimum of 5 years of experience in federal acquisition or contract management with a focus on pre-award and post-award processes
- Competency in contract management tools, reporting systems, and the Microsoft Office Suite (Word, Excel, PowerPoint)
- Reports to Chantilly up to full-time, based upon the needs of the client
Desired Qualifications:
- 5+ years of experience in federal acquisition or contract management with a strong understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
- Expertise in acquisition planning, proposal evaluation, cost/price analysis, and proficiency with contract management tools and Microsoft Office Suite (Excel, Word, PowerPoint)
- Understanding of government budgetary processes and financial management as it relates to contracts
