The AUKUS & Submarine Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. Systems Planning and Analysis, Inc. is seeking a Program Analyst to serve as a Foreign Disclosure Representative (FDR) and Foreign Visit Analyst (FVA) for the Direct Report Program Manager, AUKUS Integration and Acquisition’s (DRPM AUKUS I&A’s) Foreign Disclosure Officer (FDO).
The Foreign Disclosure Representative and Foreign Visit Analyst must be adept at processing and managing Foreign Visit Requests (FVRs) for non-U.S. citizens within the Defense Technology Security Administration’s (DTSA) Foreign Visit System on SIPRNet. This requires a meticulous approach to validating visit information, ensuring accuracy, and maintaining strict compliance with security protocols. In the role of FDR, the candidate will routinely review, prepare, and refine documents for assessment by the Foreign Disclosure Officer, supporting timely and appropriate release decisions to foreign partners across the AUKUS Partnership.
This position demands consistent engagement with relevant policies, directives, and subject-matter expert stakeholders to ensure that all actions align with governing foreign disclosure guidance, regulations, and legal frameworks. The FDR/FVA must be able to analyze release requests involving Classified Military Information (CMI) and Controlled Unclassified Information (CUI), applying published limitations and guidance to verify that all proposed releases are compliant and appropriate.
The FDR/FVA will recommend accurate and defensible disclosure guidelines tailored to each product, recipient country, or partnership, ensuring that classification markings, caveats, and handling instructions are applied correctly and preserved throughout the review and release process. Strong attention to detail and a deep understanding of classification and marking conventions are essential.
Finally, the FDR/FVA must be proficient in operating knowledge-management systems and tools to assimilate, organize, and analyze data from multiple sources. This includes maintaining structured records, identifying trends or discrepancies, and enabling efficient information flow throughout the foreign disclosure and foreign visit-management workflows.
