About the Role:
We are inviting Expressions of Interest for an experienced Resident Engineer (Civil) to oversee the design and supervision of utility installation and horizontal directional drilling (HDD) works within the Emirate of Dubai. The role requires expert-level knowledge of existing utilities, strong coordination capabilities with various service authorities, and hands-on experience managing HDD construction activities. You will ensure the project is delivered safely, efficiently, and in full compliance with authority requirements and NOC procedures.
Key Responsibilities:
- Lead site supervision activities for HDD and utilities works.
- Ensure compliance with authority standards, specifications, and permit conditions.
- Manage coordination with service authorities for utility diversions, NOCs, and approvals.
- Review design drawings, method statements, and technical documentation.
- Oversee contractor performance, quality control, and safety compliance.
- Prepare progress reports, inspection records, and site documentation.
- Support stakeholder communications and resolve technical issues on-site.
Qualifications & Experience:
- Bachelor’s Degree in Civil Engineering (mandatory).
- Minimum 10 years experience in utilities installation in Dubai.
- Minimum 5 years experience in the design and supervision of HDD works.
- Strong understanding of Dubai’s existing utilities network.
- Proven experience dealing with major service authorities (DEWA, Etisalat, DU, RTA, etc.).
- Thorough knowledge of NOC processes, documentation workflows, and authority systems.
- Excellent communication, leadership, and contractor management skills.
