Key Responsibilities

1. Team Leadership & Development

  • Lead the day-to-day management of the technical project management team, including goal setting, performance evaluation, talent development, and succession planning.
  • Coach and support team members to strengthen their professional capabilities in project planning, execution, and cross-functional collaboration.
  • Establish and maintain team workflows, processes, and standards to improve overall execution efficiency and project success rates.
  • Foster a high-performance, collaborative team culture through regular one-on-one meetings, training, and mentoring.

2. Project Portfolio Management & Strategic Planning

  • Work with PMO and oversee the site project portfolio (PT, NPI, Prototype, etc.), ensuring proper prioritization, resource allocation, and timely, high-quality delivery of key projects.
  • Review and approve project plans, milestones, and risk management strategies submitted by Project Leaders.
  • Monitor overall project progress, costs, resource utilization, and risks; proactively identify bottlenecks and provide actionable recommendations to leadership.
  • Participate in developing project management methodologies and process optimization initiatives to drive standardization and continuous improvement.

3. Cross-Functional Collaboration & Resource Integration

  • Act as the senior-level interface for the project management team with Engineering, Manufacturing, Quality, Procurement, and Supply Chain leadership.
  • Support Project Managers in resolving cross-functional conflicts, resource constraints, or critical technical issues.
  • Provide recommendations for major resource allocations, budget usage, and factory capacity planning.

4. Customer & Key Stakeholder Management

  • Represent the organization at a senior technical and project management level in key customer interactions, requirement alignment, and critical issue resolution.
  • Guide Project Managers in effectively managing customer change requests (ECR/ECN), risk assessments, and internal coordination.
  • Participate in major customer reviews, DHF/DFM assessments, and approval of key technical reports.

5. Decision Support & Management Reporting

  • Regularly report to leadership on project portfolio status, risks, resource utilization, and key decision recommendations.
  • Lead plant- or company-level project review meetings and support internal and external audits and regulatory compliance requirements.
  • Provide strategic analysis and improvement recommendations to continuously enhance project management capabilities.

Qualifications

  • Education: Bachelor’s degree or higher in Mechanical Engineering, Manufacturing Engineering, Materials Engineering, or related fields; Master’s degree preferred.
  • Experience: ≥10 years in precision manufacturing or medical device industry, with ≥5 years of team management experience.
  • Professional Skills:
    • Strong command of project management methodologies and tools (MS Project, Gantt charts, Excel), with proven cross-functional coordination and resource management capabilities.
    • In-depth knowledge of medical device manufacturing processes, GD&T, machining and post-processing techniques; understanding of DFX and production transfer processes.
    • Familiarity with ISO13485, FDA QSR, EU MDR, NMPA registration, and validation processes.
  • Leadership: Excellent team-building, coaching, and motivational skills; able to drive execution in complex, cross-functional environments.
  • Communication: Fluent in English and Chinese, able to communicate effectively with customers and senior management.
  • Preferred Certifications: PMP, Six Sigma Green/Black Belt, ISO internal auditor, or other relevant qualifications.
