Required Qualifications: Per Civil Service Standards and Specifications.  Four years of full-time experience in plumbing under a skilled tradesperson; which would provide training equivalent to that given in a training, apprenticeship, or equivalent program, OR an equivalent combination of experience and training gained by completion of technical courses in plumbing at a school, institute, or branch of the Armed Services; OR successful completion of the two-year Trades Specialist (Plumber & Steamfitter) traineeship or a two-year plumbing training, apprenticeship, or equivalent program such as the New York State Civil Service Employees Association-Partnership Applied Skilled Trades Traineeship and Certificate Program. Successful completion of the traineeship and the training program includes a total of 288 hours of trade-specific classroom instruction, 45 hours of technical math coursework, 45 hours of technical communications coursework, and 15 hours of blueprint/schematic reading course work. Coursework must be completed with an average of "C" or better. Additionally, successful completion of the traineeship also includes 4,000 hours of on-the-job training. Candidate must be able to perform the physical tasks of the position such as bending, lifting, stretching and climbing. Must have the ability to work in confined spaces and from a ladder, scaffolding or man lift over ten feet in height. Must have, keep and maintain the appropriate valid NYS Driver’s License; have a motor vehicle record which is free from major violations or a pattern of repeat violations.  (Out-of-State Applicants, see "Special Notes”).


Preferred Qualifications: Plumbing experience in a large commercial or institutional setting. 


Brief Descriptions of Duties: Trades Specialists (Plumber & Steamfitter) perform journeyman level plumbing and steam-fitting work and may supervise others in the installation, alteration and repair of pipes, fittings and fixtures of heating, ventilating, heating control, water, and drainage systems, according to specifications and plumbing codes. Trades Specialists (Plumber & Steamfitters) are responsible for all plumbing and steam-fitting work, including the planning and laying out of work and determining the cause of trouble in plumbing and heating systems and equipment in an assigned area, on an assigned project. 

·        Repairs, maintains, and installs plumbing fixtures and appliances such as sinks, shower baths, commodes, drinking fountains, dishwashers, valves including pneumatic controls, gas and water meters, gas hot water heaters, and other gas appliances, heating systems and controls, and various steam equipment used in laundry, kitchens and cafeterias, water pumps, irrigation, and hydrotherapy equipment.

·        Plan, layout and complete plumbing and steam fitting work. Ability to read, interpret and work from plans, drawings and specifications. Ability to draw rough sketches or prepare plans from oral or written instructions.

·        Make necessary repairs or adjustments or directs others to perform such activities. Installs or directs others in the installation of plumbing fixtures and appliances following diagrams, code and previous experience.

·        Assemble materials and use the tools of the trade including standard hand tools, portable power tools and shop equipment required to complete work according to plans.

·        In cases of malfunction or breakdowns, discusses problems with user, visually inspects the fixtures or equipment and uses appropriate test equipment to determine causes and location of trouble and makes repairs.

·        Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes: This is a full-time position, 40 hours per week, Monday through Friday, 8:00 a.m. to 4:30 p.m.  FLSA Nonexempt position, eligible for the overtime provisions of the FLSA.  Internal and external search to occur simultaneously.  Mandatory rehire roster candidates have preference.  SG 12 Hiring Rate $50,425.  This position includes location pay of $4,000 per year.

Seniority for promotion is the length of service in the Operational Services Bargaining Unit.  Seniority applies to vacant non-competitive class positions in salary grades higher than the applicants grade. Applicants must meet the posted qualifications/job requirements, legitimate operating needs of the department and have the ability to perform duties and responsibilities satisfactorily.

Upon conditional offer, the State Classified Appointments Unit will ask for proof of relevant experience or training/education.
