About this role

Overview

The Department of Human Resources (DHR) is seeking an experienced HR Manager to lead the Field Operations unit, providing frontline human resources support to the Departments for Children & Families (DCF), and Aging & Independent Living (DAIL). This role functions as both a people manager and a senior HR business partner, supporting day-to-day operations while advising leadership on complex workforce matters.

 

The HR Manager oversees and delivers core HR services including employee relations, labor relations, performance management, recruitment support, classification, and policy application. The position supervises HR staff and ensures consistent, high-quality service delivery across assigned departments.

 

A key component of this role is building and maintaining strong strategic partnerships with senior leaders and managers, offering practical guidance and sound HR judgment in a fast-paced, public-sector environment. This position operates with a high degree of independence under the general direction of the Field Operations Director.

 

This opportunity is well suited for an HR professional with experience supporting large, complex organizations who is comfortable balancing hands-on HR work, staff supervision, and consultative leadership.

Environmental Factors

Duties are performed largely in a standard office setting, but travel is required for which private means of transportation must be available. Work outside of regular work schedule may be required. Strong differences of opinion may be encountered during the course of everyday activities.

Minimum Qualifications

Associate’s degree or higher in human resources, business management, or related field AND five (5) years or more of experience in the field of human resources that includes employee relations or labor relations. 
OR
Seven (7) or more of experience in the field of human resources that includes employee relations or labor relations. 

Preferred Qualifications

Bachelor’s degree in human resources, business administration, or related field.
SHRM-CP, SHRM-SCP, or PHR/SPHR certification.
Supervisory experience.
Experience with organizational development and training.
Labor Relations experience.
