We are currently looking to fill 2 full-time, limited duration positions anticipated to last through to June 30, 2027. We will also consider a job rotation for current, regular status employees of the State of Oregon. Our goal is to fill these positions at the Information Systems Specialist 7 (ISS7) level. However, we encourage candidates who meet the minimum qualifications for an ISS6 to apply, as we may consider underfilling the position until the selected candidate meets the qualifications for the ISS7 level. The salary listed in the recruitment is for the ISS7, non-PERS contributing range, and will be adjusted pending the level the position is filled at and a 2.5% cost of living adjustment anticipated to occur on 2/1/26.

You will perform expert-level information technology application development activities to support the mission of the Higher Education Coordinating Commission. You will provide expertise and leadership to analyze, plan, develop, integrate, implement and coordinate the operations, maintenance, installation and construction of the agency’s various information technology and system solutions. You will provide IT application integration support and application development for new development and on-going maintenance of existing applications critical to conducting the business of the agency.
This position includes applications and software development in the following areas:
Construction
Design - Design and document complex application requirements to identify needs, evaluate solutions, and ensure alignment with architecture standards.
Code - Design, build, and test software solutions that align with system specifications and architectural standards, including cloud-based and custom applications. Develop user-friendly interfaces, implement robust testing strategies, manage version control practices, and support integration, debugging, and code reviews to ensure high-quality, maintainable systems.
Implementation - Coordinate software releases and implementations by ensuring thorough testing, complete documentation, and user readiness, while adhering to agency standards and best practices.
Planning - Support long-term strategic planning and application architecture by identifying emerging IT trends, developing multi-year system plans, and ensuring alignment with SDLC and security standards. Provide technical leadership, mentor team members, and coordinate with external partners to implement scalable, cost-effective solutions that meet agency and industry standards.
Operations - Ensure smooth agency operations by performing daily software development and support tasks across diverse technologies and secure, distributed databases. Coordinate software releases, implement fixes and enhancements, maintain accurate documentation, and collaborate using tools like GitHub to deliver efficient, compliant, and high-performing systems.
Customer Service - Deliver exceptional customer support by promptly diagnosing and resolving complex production issues, collaborating with internal teams and partners to minimize disruptions. Build strong relationships through respectful communication, clear documentation, and guidance that ensures secure, high-performing systems aligned with user needs.
This recruitment is to fill 2 full-time, limited duration positions headquartered at HECC’s Salem Office that are SEIU represented. The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely. Currently the Office of Operations has a 1-day minimum in office for most positions, which is subject to change to meet position and operational needs. We may require additional in-office days during the training period.

Six (6) years of information systems experience in: web-based and/or .Net application development, or administering and developing applications using cloud platforms.
OR
An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND
four (4) years of information systems experience in: web-based and/or .Net application development, or administering and developing applications using cloud platforms.
OR
A Bachelor's degree in Information Technology, Computer Science, or related field AND
two (2) years of information systems experience in: web-based and/or .Net application development, or administering and developing applications using cloud platforms.
OR
Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.
Advanced skills in application and software development/administration
Using cloud platforms – Azure experience preferred.
Web-based application development languages – .NET preferred.
Knowledge of software development life cycle.
Familiar with databases, database administration, and querying – Microsoft SQL Server or Azure SQL preferred.
Experience with JavaScript frameworks such as React, Angular, etc.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
