JOB SUMMARY

The Data Analyst plays a key role in the Innovation Division, responsible for collecting, analyzing, and interpreting large data sets to support strategic business decisions. This position works closely with cross-functional teams to identify critical metrics, develop comprehensive reports, and produce clear, actionable visualizations. The Data Analyst contributes to the evaluation and enhancement of the agency’s products, processes, and overall performance, with a focus on maintaining high standards, streamlining operations, and improving customer experience. Additionally, the role supports project management and organizational assessments, helping to optimize internal structures, business processes, and IT systems.

DUTIES AND RESPONSIBILITIES

  • Work closely with management to prioritize business and information needs.
  • Collect and analyze large datasets to identify trends, patterns, and insights.
  • Ensure data accuracy, consistency, and completeness.
  • Work closely with business teams to present data-driven insights and recommendations.
  • Develop and implement reports, dashboards, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality.
  • Interpret complex data and present findings in a clear and understandable way.
  • Create visuals and dashboards to communicate data insights effectively.
  • Identify data issues and inconsistencies and recommend solutions for improving data quality.
  • Ensure compliance with data governance policies and industry regulations.
  • Support decision making with data-driven insights and strategies.
  • Assist in the development and automation of data analysis processes.
  • Perform other job duties as assigned.

Knowledge of

  • Data processing hardware and software; of computer capabilities; of systems analysis and development; of coding and implementation; of project management and documentation.
  • An in-depth understanding of organizational data flow and its use in management decision-making.
  • An understanding of requirements gathering, data analysis, process specification, validation, and management practices.
  • Data modeling, data mining, and segmentation techniques.
  • Data visualization tools and best practices.

  • Data modeling in SQL and/or Python.

MINIMUM QUALIFICATIONS

Education and Experience requirements at this level consist of

  • A bachelor’s degree in business administration, information systems, or a related field. Plus, two years of professional experience in statistical modeling and/or data analytics.
  • OR an equivalent combination of education and experience.

PREFERRED QUALIFICATIONS

  • Familiarity with Agile and Lean methodologies.
  • Experience with Qlik Analytics, DBT, Snowflake or Google BigQuery.
  • Experience with predictive modeling in a production environment.

PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS

Travel may be required for this position. Applicants may need to have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required.

Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm.  This schedule may require minor flexibility based on the needs of the agency.

The primary work location will be on-site at the Oklahoma Tax Commission. Occasionally, telework may be requested based on the needs of the agency, division, and section.  If applicable, applicant must be willing and able to work on-site with occasional telework at an off-site location, generally in the applicant’s home.  To work remotely, an applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.

This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities. This includes safeguarding all tax information obtained from records, files, tax returns, and departmental investigations, whether in paper, electronic, or verbal form.
