Basic Purpose

The Financial Accountant position performs accounting, cash management, and financial reporting functions for the agency. The position reports to the Assistant Chief Financial Officer.

Typical Functions

The functions performed in this job family will vary by level, unit and organization, but may include the following:

  • Prepares periodic financial statements for agency retirement plans.

  • Performs general ledger accounting activities.

  • Tracks and reports administrative and benefit-related expense activity.

  • Reconciles employer contribution reports to contributions received.     

  • Records cash receipts, disbursements, and transfers; reconciles cash activity and resolves discrepancies.   

  • Ensures sufficient cash availability to meet operational and program obligations.      

  • Ensures timely remittance of federal and state withholding payments.   

  • Executes and documents cash transfers.     

  • Reviews custodial cash reports and resolves discrepancies or exceptions.  

  • Provides requested information and documentation to internal and external auditors.

  • Reconciles assigned fund accounts and resolves discrepancies.       

  • Tracks outstanding receivables and coordinates follow-up as needed. 

  • Provides cross-coverage and assistance to support department operations, consistent with established internal controls.  

  • Other duties as assigned.

Education and Experience

Education and Experience requirements at this level consist of a bachelor’s degree in accounting or a bachelor’s degree in business, finance or a closely related field plus three years of experience in performing professional accounting experience; or an equivalent combination of education and experience, substituting one year of bookkeeping for each year of the required degree.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of generally accepted accounting principles and theories; of financial statements and reports; of accounting ledgers and journals; of computer technology related to accounting systems; of payroll systems; of budget preparation; and of governmental accounting standards.

Ability is required to prepare basic financial statements and reports; to review and analyze financial information; to maintain routine accounting data in appropriate ledgers and journals; to review revenue and cost data for the preparation of budget work programs; to perform highly independent work; to make independent decisions; and to resolve complex accounting and financial problems.

Preferred Qualifications

  • Bachelor’s degree in accounting.

  • Two years of applied financial and accounting experience.

Physical Aspects

The physical aspects of this position include primarily working at a desk with a computer terminal and keyboard, filing and retrieving scanned documents from a computer and hard copy documents, using a scanner, calculator, copier and telephone.
