Description of Work

This position is located at 1710 E. Marion St. (US 74 Business), Shelby, NC and will be considered a Central HR employee.

NCDOT is seeking a highly motivated individual with a background in human resources and a desire to assist Division 12 employees. The HR Technician II is a non-supervisory position assigned to the Division 12 Office. The primary purpose of this position is to serve as a Human Resources professional in the areas of qualification and salary administration. This requires reviewing applications to determine qualification status of applicants, as well as reviewing hiring packages to ensure compliance with merit-based hiring practices. Additional responsibility includes the review of salary recommendations to ensure compliance with salary administration policies. The position will also serve as a backup to the division approver for PA/OM actions using the state’s Human Resources Information System Fiori (formerly known as BEACON). This position works with Division 12 staff in interpreting and applying personnel and departmental policies to address issues regarding hiring packages and actions.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC07 / $35,984 - $62,971

Management prefers applicants with the following:

  • Experience using the state Human Resources System Fiori (Formerly known as BEACON) or other HRIS systems
  • Experience exercising judgment and discretion in the application and interpretation of personnel policies and procedures
  • Experience providing customer service through email and telephone
  • Experience completing hiring packages using salary administration rules
  • Working knowledge of applicant tracking systems such as NeoGov or Workday

Minimum Education and Experience

Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination or education and experience.
