Description of Work

About the Emergency Services Coordinator:
The Emergency Services Coordinator position will be designated on call periods to serve as the primary point of contact for state level coordination of emergency services resources. The selected candidate will be responsible to maintain professional working relationships with personnel at all levels within the organization as well as across State government. The Emergency Services Coordinator works with the emergency services resources on coordination of missions requested for response and maintains situational awareness throughout the completion of the mission.

The Emergency Services Coordinator serves as an Emergency Services Coordinator for the State Emergency Response Team (SERT) activations and coordinates emergency service requests for resources as needed during disaster operations.

About NCEM:
The mission of North Carolina Emergency Management (NCEM) is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery, and mitigation of all natural and man-made hazards and threats. It is part of the NC Department of Public Safety (NC DPS).

About the Emergency Services Branch:
The primary mission of the Emergency Services Branch is to provide coordination and State assistance to supplement local resources in response to medical care needs to victims of a major emergency or disaster; providing guidelines for those agencies directly or indirectly involved in providing firefighting and rescue support or fire and rescue resources; supporting both urban and non-urban Search and Rescue activities; response when actual or potential discharge and/or release of hazardous materials occurs; and for coordination of all State law enforcement resources to support local law enforcement in response to emergencies requiring State Assistance. The State EOP outlines the 5 functions the Emergency Services Program is responsible for; Fire Fighting, Hazardous Materials, Search and Rescue, Law Enforcement and Disaster Medical Services. These 5 functions detail the planning provision necessary to ensure the protection of the people of North Carolina from the effects of identified hazards to which North Carolina is vulnerable.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.

Military Experience

· Applicants seeking Veteran's Preference must attach a DD-214 Form (Certificate of Release or Discharge from Active Duty that includes Character of Discharge - Member 4 or Service 2 form) to the application.

· Applicants seeking National Guard Preference:

o A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).

o A former member of the North Carolina National Guard who served for at least 6 years and was discharged under honorable conditions must attach either a DD256 or NGB 22.

Bachelor’s degree from an appropriately accredited institution and one year of progressively responsible emergency management, emergency services, or other professional experience directly related to the area of assignment; or an equivalent combination of training and experience.
