Description of Work

The Division of State Operated Healthcare Facilities is responsible for the administrative and clinical management and coordination of services among the state operated psychiatric hospitals, developmental centers, alcohol and drug abuse treatment centers, child facilities, and neuro-medical treatment centers. Those services and supports include development, planning, implementation, monitoring, and evaluation of 3 psychiatric hospitals, 3 developmental centers, 3 alcohol and drug abuse treatment centers, 2 child/adolescent residential schools, and 3 neuro-medical treatment centers. DSOHF is organized into functional Sections led by a Division Director. These Sections work primarily with a specific facility type and is comprised of an Assistant Division Director and professional staff.

This position assists with analyzing the agency’s large complex budget to ensure accurate alignment of expenditures and revenues. Also, this position will main a job costing system to accurately record expenditures incurred in developing, testing, and maintaining computer-based application programs for various agencies within DHHS to maximize the utilization of federal receipts. This position will be in collaboration with the DHHS Controller’s Office to develop and maintain the cost allocation plan for the division, providing reconciliation and analysis functions before and after the monthly cost allocation process, and in the month-end and year-end closeout with the DHHS Controller’s Office. This position will also assist with expansion and continuation budget development and execution.

This position is responsible for a variety of daily business operation and coordination, procurement of goods and services. This position works with applicable policies, procedures, and systems to communicate and process information, internal & external. Assists with administrative support across central and regional work units.

This position provides technical budget office and administrative support to the Business Director and management staff. This position performs a unique set of duties and responsibilities that are designed to foster the service and individual oriented philosophy of the Business Office and to ensure continuity of fiscal operations for the entire organization. This position performs tasks which no other position other than the Business Officer has knowledge or responsibility.

Salary Range: $58,613 - $102,574

  • Experience working with the state public MH/DD/SA; Preference for facility experience; leading multi-discipline teams or workgroups
  • Experience working in NCFS, eProcurement, OpenWindow, NCIBIS budget system, and other NC state authorized systems
  • Experience withing with budget analysis and state budget processes Experience with maintaining financial records administration in all aspects of business services Experience in organizational skills and attention to detail
  • Experience with compiling, organizing, summarizing, and analyzing financial data for financial projections
  • Experience in data entry skills, with a high degree of accuracy while meeting deadlines
