OVERVIEW: 

The application development team within the Maine Office of Information Technology is seeking a highly motivated Programmer Analyst. The selected candidate will have the opportunity to work with our team, which primarily supports the Maine Department of Agriculture Conservation and Forestry (DACF), with opportunities to expand in other areas supported by OIT. The DACF serves the people of Maine by protecting the food we eat, stopping forest fires, keeping our parks and public lands pristine and accessible, planning wise land utilization, and helping farmers.

JOB DESCRIPTION:

This is your chance to help create, modernize, enhance, and support business-critical systems for the DACF, as well as other state agencies. You’ll work closely with business users and OIT staff in conducting analysis in support of business objectives, defining requirements, developing strategies, and building/maintaining complex application programs. You’ll be challenged every day with new and exciting opportunities, while contributing to the agencies’ business objectives.

RESPONSIBILITIES:

This is your chance to help modernize, enhance, and support business-critical systems for DACF, utilizing Microsoft .NET and GIS technologies. You’ll work closely with other application development team members and business users as well as OIT staff in conducting advanced analysis to meet business objectives, defining requirements, developing strategies, and building/maintaining complex application programs. You’ll be challenged every day with new and exciting opportunities, while contributing to the agencies’ business objectives.

  • Write application programs of moderate complexity employing higher level languages such as 3 GL's, 4 GL's and enterprise class application development tools (examples: ASP.Net Web forms, .Net Core, Blazor, C#.Net, MS Access, SSIS, and Power BI) to meet user needs. 
  • Work with GIS staff to integrate business data with geospatial data.
  • Test and debug computer programs to ensure application operates correctly and meets user requirements.
  • Study and evaluate user problems and operations to produce feasibility or scope and objectives reports, functional requirements, and design specifications.
  • Implement programs and train users to ensure users are aware of application's critical aspects, capabilities, and proper use. 
  • Write final user, system, and program documentation to facilitate system use and future enhancements.  Maintain existing systems and respond to problems to ensure programs remain effective. 
  • Lead or participate in walk-throughs of system and program designs, coding, and testing to minimize occurrence of program problems.  Attend and participate in vendor, agency, and computer-based training programs to develop technical skills and expand knowledge of automation technology products and capabilities.

KNOWLEDGE, SKILLS AND ABILITIES:

The ideal candidate possesses the following:

  • Knowledge of all phases of the software development life cycle, as well as the project development cycle
  • Strong oral and written communication skills, including the ability to write clearly and effectively at a level appropriate to the target audience, which will include business users, senior business managers, project managers, and all levels of IT support and management
  • Ability to work as a member of a team consisting of onsite and remote technical resources
  • Comfortable working directly with end-user communities to capture, refine, and verify business requirements, translate those requirements into technical tasks, and implement them into application processes.
  • Able to accomplish tasks in a timely manner with limited supervision.
  • Produce high quality results and be open to suggestions by peers.
  • Desire and commitment to a high level of support to the customer, establishing and maintaining a positive relationship. 
  • Experience in the Microsoft stack languages including VB.NET, C#.NET, ASP.NET Webforms, .NET CORE
  • Experience with Oracle PL/SQL is a plus. 
  • Experience in Microsoft SQL Server, and T-SQL.
  • Exposure to version control systems such as GitHub
  • Exposure to JIRA and Confluence
  • Exposure to reporting tools like Telerik, Power BI and Tableau

MINIMUM QUALIFICATIONS:

A Bachelors Degree in Computer Sciences or an equivalent industry certification -OR- an Associates Degree in Computer Information Science with 1 year application development  experience -OR- 2 years application development experience
