POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) Office of Finance & Management is looking for a Human Resources Representative to fill a critical support role within the Payroll Office.  The successful candidate will process payroll for CMS and the Agencies CMS Payroll services.  Under direction from the Payroll Manager the candidate will also provide support to employees, Managers & Liaisons of the Agencies CMS Payroll services as well as employees from other Agencies with Payroll related questions/inquiries.  The ideal candidate will be someone who is organized, analytical, can work with multiple deadlines each month and enjoys working with people.  We invite qualified applicants to apply for the position of Human Resources Representative and help the Payroll Office continue to serve employees of the State of Illinois.  

POSITION ESSENTIAL FUNCTIONS

  • Under general direction of the Payroll & Back Wage Claims Supervisor, serves as CMS Payroll Representative for the Office of Fiscal & Management/Comptroller performing highly complex and specialized duties relating to payroll functions for CMS.
  • Initiates and prepares payroll vouchers for submission to the Comptroller’s Office for processing payroll warrants each pay period and to verify adherence to all pertinent policies, rules, standards, guidelines, and processing criteria.
  • Organizes and assists with preparing supplemental payrolls.
  • Serves as designated lead worker.
  • Prepares letters, memorandums, reports, graphs, etc., for supervisors/ managers, employees, attorneys, auditors, etc.
  • Provides assistance and support to the other Payroll staff within CMS as directed, regarding preparation of payroll transactions including calculations of maintenance of payroll related databases.
  • Attends and/or participates in various internal/ external meetings, seminars, etc., concerning payroll administration, i.e., deferred compensation, retirement, group insurance, vehicle income usage, software training, etc.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.
  • Requires one year of professional experience, encompassing payroll functions.

PREFERRED QUALIFICATIONS

  • Requires working knowledge of Illinois State government including the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, departmental policies, and procedures.
  • Requires ability to deal with a high volume of information and sort information into like categories.
  • Requires ability to read and assimilate information and data and recall with a reasonable degree of proficiency.
  • Requires ability to articulate human resources administration information in descriptive terms to others not versed in personnel systems.
  • Requires ability to present facts clearly both orally and in writing.
  • Requires ability to use computer systems, software, templates, and other guides.
  • Prefers ability to use standard formula in production of measures reflecting characteristics of data.
  • Prefers ability to conceptualize and demonstrate relationships between things, persons, or ideas.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
