About this role

The Taiwan T&OD Group Manager is responsible for driving learning excellence, talent development, organizational effectiveness, and employee engagement in alignment with business strategy and regional direction.
This role partners closely with Taiwan leadership, HRBPs, and regional teams to deliver Learning & Development, Talent & Organization Development, Employer Branding, DE&I, and Employee Relations initiatives that strengthen people capability, culture, and employer reputation in the local market.


Key Responsibilities
1. Organization Development & Talent Management
• Design and implement organization development and change management initiatives aligned with business strategy
• Support organization design, role clarity, and capability building to enhance effectiveness
• Identify key talents and support talent review and succession planning processes
• Design and drive action plans to close capability and leadership gaps
• Support culture transformation, engagement initiatives, and values activation
• Leverage data, analytics, and best practices to improve retention and organizational health

2. Learning & Development (L&D)
• Partner with Regional T&OD team, business leaders and HRBPs to assess learning needs and define development priorities
• Design, curate, and deliver learning programs covering onboarding, functional, leadership, and soft skills
• Define learning curriculum aligned with competency frameworks and business needs
• Track learning effectiveness and continuously improve learning impact

3. Employer Branding & Talent Attraction
• Partner with HRBPs and regional teams to support TA initiatives and local customization
• Drive Employee Value Proposition (EVP) and employer branding initiatives in Taiwan
• Collaborate with internal stakeholders to enhance social media presence and employer brand storytelling
• Support initiatives that improve candidate experience and employer reputation

4. Diversity, Equity & Inclusion (DE&I)
• Support the development and execution of DE&I strategy aligned with regional direction
• Embed DE&I principles into leadership development, learning programs, and people processes
• Build DE&I awareness and capability across leaders and employees
• Promote inclusive culture and fair practices across the organization

5. Employee Relations (ER) & Engagement
• Partner with HRBPs and leaders to support positive employee relations and healthy workplace culture
• Support ER initiatives, communication, and engagement activities in alignment with local labor practices
• Facilitate dialogue, workshops, and interventions to enhance trust, collaboration, and engagement
• Provide input and support on employee experience initiatives across the employee lifecycle

Requirements & Qualifications
• Bachelor’s degree in HR, Business, Psychology, or related field
• Minimum 8 years of experience in Talent Development, L&D, OD, or related HR roles in a multinational environment
• Solid experience in learning program design, talent development, and organization development
• Exposure to employer branding, EVP, or talent attraction initiatives preferred
• Knowledge of DE&I and employee engagement practices
• Good understanding of Taiwan labor environment and employee relations fundamentals
• Strong project management, stakeholder management, and facilitation skills
