Job Description:
To manage day-to-day activities related to secondary transport of bulk fuel and Bitumen, including transportation to Retail sites and direct customers. To ensure optimum utilization of vehicles, drivers & other resources to achieve secondary transportation unit cost target and manage the service levels for effective deliveries.
Manage the fleet and road safety management, transport contracts, haulier and driver management. Coordinate and assist in implementing HSSE Plans, Policies and Standards related to Road Transport Safety according to the SEAM standards.
To provide necessary support to haulier in scheduling and dispatching activities to ensure operational excellence and efficiency.
Accountabilities:
Manage compliance with road transportation contracts. Identify weaknesses in the system on time and take steps to control them.
Manage road transport HSSE activities/programs.
Engage with hauliers and stimulate them to apply a culture of pro-active HSSE management amongst their staff.
Ensure investigation of incidents (including potential incidents with high severity rating) conduct thoroughly and communicate learnings from incidents within the OU as well as to other OUs as applicable.
Give support to Marketing CoBs for issues at the interface of distribution and customer delivery sites.
Ensure that contractors have an effective recruitment and training procedure in place for drivers and staff that meets Shell requirements.
Monitor and report operational Road Transport Key Performance Indicators.
Carry out haulier audits and agree improvement programmes with them including setting and follow-up of targets.
Carry out haulier rationalization program.
Ensure that RT Spend (including unit cost) is managed as per the approved plan and that actions are identified to address issues related to RT cost.
Implement RT cost improvement initiatives and ensure that agreed targets are met.
- Provide support to any company initiatives (e.g., De-carbonization, Digitalization, etc.) where there is RT involvement.
- Manage the interface between the haulier and the business partners in the country in which they sit.
Experience and Qualifications Required:
Minimum 5 years working experience preferably in logistics / terminal environment.
Sound knowledge in road transport operations include fleet efficiency and technical aspects.
Experience in contract negotiation, contract management and freight economics.
Experience in scheduling or road transport operations.
Awareness level of global Shell HSSE standards and local legislation.
Good written and verbal communications skills both in English and Chinese (Cantonese & Mandarin).
Good decision making and problem solving.
Good interpersonal & people management skills.
