About this role

KEY AREAS OF ACCOUNTABILITY

Logistics systems and procedures, and donor compliance
•    Ensure understanding and implementation of the full compliance with GCF and SCI Minimum Operating Standards (MOS) for logistics management including recommending remedial action and implementing action plans where standards are not currently met
•    Ensure systems are in place to monitor the GCF pipeline and procurement expenditure monthly and finance monthly payment projections.
•    Support the office in creating and update supply chain and programme support plans. 
•    Ensure programme compliance with GCF and internal control procedures.

Procurement and Supply
•    Coordinate all procurements as per SCI and GCF processes, systems and procedures
•    Lead in the development of FWA and Contracts.
•    Oversee procurement requirements of the program; implement procurement as per approved guidelines, procedures and forms (Purchase Orders, Goods Received Notes, etc.)
•    Check and monitor the availability and prices of requested items in the local market; liaise with program staff if procurement must be conducted there.
•    Manager all tender procurements, coordinate and lead in tender evaluations.
•    Manager CO asset management and warehouse management.

Transport & Fleet Management

•    Manage fleet and all drivers including submission of reports through Profleet.
•    Develop and implement a maintenance schedule for all vehicles.
•    Checking all hired vehicles for compliance to safety and security policies.
•    Follow up and ensure proper maintenance and functioning of power generation units.  

Training 
•    Ensure that country office and field staff (not only logistics) staff are fully trained and knowledgeable about the requirements of GCF and SCI global manual and any local procedures
•    Ensures that any donor requirements that affects the logistics procedures are notified to staff in time

Audit function 
•    Verify the adherence of set policies and procedures with regard to warehousing, suppliers relations, GIKs, FAR and other upcoming required tasks
•    Support in the implementation of internal and external audit recommendations at the office

Leadership and team management
•    Ensure effective coordination, regular communication and understanding within Logistics department and with the other departments by providing advice and mentoring
•    Manage all supply chain staff members, participate in recruitment and carry out team building activities and performance management.
•    Provide training to and update staff on supply chain procedures and requirements and ensure that all staff are accurately inducted on GCF and SCI supply chain policies and procedures.

IPs and CSOs support.
•    Work closely with the Awards function to provide technical support and mentorship to Save the Children implementing local partners on GCF and SCI supply chain policies and procedures.

Child safeguarding 
•    Ensure representatives/suppliers/contractors engaged to do work on behalf of Save the Children are fully informed of the Child Safeguarding Policy expectations
•    Ensure Logistics staff are trained in full Child Safeguarding Policy at least once per year
•    Familiarise himself/herself with Save the Children’s Child Safeguarding Policy and shall strictly adhere to the Policy (and shall strictly comply with the Policy)
•    Carry out the responsibilities of the role in a way that reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
•    Report any Child Safeguarding concerns to the focal person or using other available reporting mechanisms (e.g. Datix).

QUALIFICATIONS  
•    Degree in Supply Chain/Procurement/Logistics or related field 
•    A professional qualification in procurement e.g Diploma in Purchasing and Supply Chain Management / Chartered Institute of Purchasing & Supply or equivalent will be an added advantage
•    Computer literacy (word, excel, databases, emails, internet, power point etc

EXPERIENCE AND SKILLS
Essential
•    Minimum of 5 years of experience in logistics management including humanitarian response 
•    In depth knowledge of supply chain management including procurement, stock management, transport and distribution 
•    Experience in setting up asset management systems 
•    Experience in managing high value local procurement processes including tendering procedures
•    Experience in use of Enterprise Resource Management Systems (E- Procurement, Inventory management and Fleet management systems).
•    Experience of working with funding from major institutional donors and UN entities such as GCF, UNDP, USAID, ECHO and DFID
•    Emergency response procurement systems experience
•    Database based warehousing and asset management systems experience
•    Experience in contracting
•    Experience with value for money principles

Desirable
•    Excellent verbal and written skills in English; 
•    Must be self-driven, honest, and have the ability to work well under pressure
Language
•    Fluency in English and any local language spoken in the areas of project operation is required.
