The role 

We are currently looking for Site Engineer, 2 positions based in Salavan Province 

Role Purpose                   

The Site Engineer will be responsible for the day-to-day supervision and monitoring of construction and rehabilitation works at assigned health facility sites under the Strengthening Climate Resilience of the Lao PDR Health System Project. Reporting to the Senior Construction Coordinator, the Site Engineer ensures that all on-site activities are implemented according to approved engineering designs, specifications, quality standards, and timelines, while complying with SCI policies and donor (GCF) requirements.

The role involves working closely with contractors, consultants, local authorities, and community stakeholders to ensure that construction progresses as planned and that any technical issues or delays are promptly addressed. The Site Engineer will conduct regular inspections, maintain site records, verify contractor deliverables, and contribute to the preparation of progress reports and documentation required for payments and approvals

S/he will ensure that all construction activities at the site adhere to national safety codes, environmental and social safeguard measures, and appropriate climate-resilient construction practices. The Site Engineer also supports community engagement and awareness, especially regarding construction site safety and grievance handling where applicable.

In case of emergencies or rapid response activities, the Site Engineer may be required to support assessments and temporary facility construction or upgrades as needed.

KEY AREAS OF ACCOUNTABILITY

Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

Supervision of construction work

  • Supervise the construction works in the Health Facility and community
  • Check the quality of works as per agreed specification and design.
  • Mobilise construction workers to complete the agreed volume of works.
  • Check the quality of materials. Inform immediately to project focal person or line manager if there are any quality related issues.
  • Working closely and keep update to Provincial Manager, Provincial Coordinators, District health offices and related government partner
  • Prepare site visit for supper structure, during work progress by 30%,50%, 70% and 100%
  • Work closely with health facilities (HF) staffs, District health officers (DHO), Provincial health department (PHD) and communities’ leaders, supervisors and daily hired casual labours.

Record Keeping

  • Keep good relationship with HC, PHO, DHO and community in case company need supports from those stake holders 
  • Follow up closely with company staff with apply SCI code of conduct and policies
  • To prepare and maintain measurement book (MB) of each scheme.
  • To maintain record of daily construction workers and volume of works.
  • To update the record of progress

Progress Update

  • Support final report with company for handing over health center to GoL
  • Prepare daily and weekly progress report.
  • Support to prepare project completion report (PCR) - scheme wise
  • Support project team to compile scheme wise progress. 
  • Support to update scheme wise tracker.

Technical support

  • Conduct need assessment, prepare feasibility report and support to prepare detailed BOQ.
  • Provide technical orientation to construction workers
  • Prepare roster of skilled and unskilled labours, train and mobilise them.
  • Day to day supervision of any site improvement works.
  • Conduct need assessment for community infrastructures, prepare sketch and submit to Shelter Engineer and other team members for approval process.

Other technical works

  • Perform other technical works (design of buildings, prepare BOQ, work schedule) assigned by team.
  • Facilitate with keep report during donor visit as required.

 

QUALIFICATIONS AND EXPERIENCE

Academic Qualifications

  • Diploma in Civil Engineering or equivalent

EXPERIENCE AND SKILLS

  • To prepare BOQ, cost estimate and work schedule of small scale infrastructures.
  • Commitment to respect Save the Children values.
  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
  • Experience of site supervision of health center construct is preferred 
  • Fresh candidates may also apply.

Desirable

  • Basic Knowledge in AutoCAD, MS Word Package and other computer packages.
  • Candidates from local/Host community will be given priority
  • Candidates with experience of working in Rohingya camps will be given priority.

Contract length: Fixed term (6 Months with the possibility of extension)
