Training Module Consultant  KREASI Teacher Professional Development (Module I:  Literacy) 

Duration: 16 February – 15 May 2026 

Location: Jakarta 

Background 

Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a programme designed to accelerate the improvement of literacy, numeracy, and character education for Indonesian preschool and primary school students in 8 districts across 4 provinces in Indonesia. The program has been developed together with the Ministry of Primary and Secondary Education (MoPSE), Ministry of Religious Affairs (MoRA), National Development Planning Agency through Save the Children with partners in the collaborative consortium Mitra Pendidikan Indonesia (MPI).  KREASI is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia.  

KREASI is managed by Save the Children, and implemented by seven local implementing partners in the following districts: 

  • Kalimantan Barat:  Kabupaten Ketapang  & Kabupaten Kayong Utara  
  • Maluku Utara:  Kabupaten Halmahera Utara  & Kabupaten  Pulau  Morotai  
  • Sumatera Utara:  Kabupaten Nias Utara  & Kabupaten  Nias Selatan  
  • Lampung:  Kabupaten Tanggamus  & Kabupaten  Pesisir Barat  

Objectives of the Assignment 

This consultancy will support the KREASI team to develop Module 1 of an integrated Teacher Professional Development (TPD) training package, which will emphasize teaching literacy for Grade 1-3 students.    

The syllabus for the TPD training is attached as Annex 1.  Links to required reference materials (mostly in English) have been provided, and final technical content will be subject to the review and approval of Save the Children. 

Details of the deliverables for this assignment are as follows: 

 

Deliverable 1 –  

TPD Training Module 1 

The consultant will develop a Module to be used by District Trainers to lead a four-day training for Grade 1-3 teachers, with a focus on literacy. Components of the Module will include: 

 

  • Training guidelines, organized by session and including the learning objectives, key concepts, detailed lesson plan for each session. 
  • Worksheets/handouts needed to reinforce learning 

 

  • Trainer Slide Deck 

 

  • Pre/post-test to assess participant learning 

 

Deliverable 2 –  

TPD TOT Training Module 1 

The External Collaborator will develop a Module to be used by Master Trainers to lead a five-day training-of-trainers for District Trainers of the TPD Module I. Components will include: 

 

  • Training guidance, organized by session, including the learning objectives, key concepts, detailed lesson plan for each session.  TOT may reference materials in the TPD package. 

 

  • Trainer Slide Deck 

 

Deliverable 3 -  

Co-lead five-day TOT in Jakarta  

 

The External Collaborator will co-lead a five-day TOT of Master Trainers for the TPD Training package in Jakarta from 13-17 April 2026 

Deliverable 4 –  

Final report 

 

A final report (2 pages) will summarize the deliverables and present consultant recommendations for the TPD teacher training program. 

 

Please note the following: 

  • Deliverables will be developed and finalized in Indonesian language.  Translation services can be requested from Save the Children or provided by the consultant. 
  • Deliverables 1 and 2 must be worked on collaboratively with Save the Children, and drafts stored in Google Docs with access to STC and the EC.   
  • Deliverables 1 and 2 must follow the format of the KREASI Training Package presented as Annex 3.  Save the Children will be responsible for final layout of the Module, handouts and slide decks to ensure compliance with Donor branding requirements. 
  • This assignment must be completed in close coordination with the KREASI team (Save the Children) and a second External Collaborator who will, in parallel, be developing TPD Module 2 (focus on numeracy).   

Scope of Work 

The External Collaborator is expected to perform the following key tasks: 

Finalize training content, reflecting the syllabus (Annex 1) 

  • Meet with Save the Children to discuss learning objectives of the Modules and of each session, as well as the source material (primary references as listed in the syllabus).
  • Review Indonesian language materials such as powerpoint decks and handouts (to be provided by Save the Children) that have been used by Kreasi, the Ministry of Education and Innovasi to identify which are suitable for use in the Module.
  • Provide input on alignment of the modules with national policies, curriculum priorities, and KREASI program objectives. 
  • Provide suggestions to embed climate change, gender equality, disability, and social inclusion (GEDSI) considerations throughout the module to reflect the lived contexts and diverse learning needs of primary school students in Kreasi program areas. Ensure that climate change and GEDSI are integrated as cross-cutting perspectives rather than standalone topics.  
  • Reach agreement on training content, seeking to incorporate existing Indonesian language materials as possible. 

TPD Module 1 Development 

  • Develop the TPD Module 1 in Indonesian language, applying adult learning principles, and written in the required format (Annex 3) 

    • Each session will have learning objectives, key concepts and a detailed session plan.

    • Sessions must be designed to present content in an interactive manner, using methods such as case study discussions, practice and simulations .

    • External Collaborator will develop any needed PowerPoint slides for all sessions 

  • Handouts will include materials such as (1) classroom observation tools (2) formative and summative assessment tools (3) Classroom-ready materials (lesson plans, reading activities) etc.  References in English and Bahasa will be provided by Save the Children.  

TOT Module Development

  • Develop the TOT for Module 1 in Indonesian language, applying adult learning principles, and written in the required format (Annex 3).

    • The aim of the TOT Module is to ensure District Trainers have the knowledge and skills needed to implement the Module 1 TPD training for teachers in their district.

    • Content to train trainers in interactive training and facilitation skills will be provided by the External Collaborator (1/2 day). 

    • Each session will have learning objectives, key concepts and a detailed session plan – and reference the TPD Module. 

  • Develop any additional PowerPoint slides and handouts/worksheet needed for the TOT.  

Co-facilitate Training of Master Trainers

  • With Save the Children Master Trainers, co-facilitate five-day, in-person TOT of Master Trainers, in Jakarta.  

  • Develop and implement method to gather feedback from Master Trainers about the training and their readiness / needs to train District Trainers.

  • Duration: 16 February 2026 – 15 May 2026 

  • Estimated Level of Effort: 44 days 

  • Duty Station: Jakarta 

  • Travel is not anticipated for this assignment 

Required Qualifications and Experience 

Save the Children is seeking an External Collaborator with an advanced degree and at least 8–10 years of experience in primary literacy instruction.  Candidates should have demonstrated expertise in adult learning and interactive training methods. They will have led the design and delivery of Training of Trainer programs, and led the development of training packages grounded in evidence-based pedagogy.  

Specific qualifications we are seeking include: 

  • Advanced degree (MA or PhD) in Education, Literacy, Applied Linguistics, Education Psychology or a field related to curriculum and instruction. 

  • Technical Proficiency in (1) Evidence-based literacy instruction (e.g., phonics, vocabulary development, reading comprehension and fluency, writing development) (2) Differentiated instruction for early and struggling readers (3) Use of formative assessment and diagnostic reading tools and (4) Inclusive literacy pedagogy (learning differences, multilingual learners, disability inclusion). 

  • Proven experience in design and delivery of Training of Trainers (ToT) programs, ideally for primary school teachers and teacher trainers.   

  • Experience developing facilitator guides, session plans, observation tools and classroom-ready materials related to literacy. 

  • Demonstrated abilities in adult learning facilitation, coaching and mentoring, model teaching practices, and observation–feedback cycles 

  • Demonstrated commitment to gender-responsive pedagogy, inclusive education and culturally relevant teaching practices 

  • Candidates who have lead TOT or teacher training in low-resource settings, for teachers of students of mixed-language proficiency, and with limited classroom materials/textbooks is preferred. 

  • Knowledge of Indonesia’s National curriculum and standards is required. 

  • Proficiency in English and fluency in Indonesian is required. 

  • Strong writing skills. 

  • Proficiency in MS Word, Powerpoint and use of Google drive for document management. 

Note: 

The EC may propose additional team members for specific expertise and/or project roles as needed to meet on-time delivery of the Deliverables.  These team members role, qualifications and LOE should be explained in the proposal.

All materials, reports, and data collected or produced during this assignment will remain the property of Save the Children Indonesia. The EC may not reproduce, distribute, or share such materials without prior written consent. 

Ethical and Organizational Policies  

The External Collaborator must adhere to the following organizational policies and standards of Save the Children:

  • Data Protection and Confidentiality Policy 

  • Safety and Security Procedures 

A signed declaration of compliance with the above policies must be submitted prior to contract commencement.

  • If additional team members are needed for specific expertise and/or project roles to meet on-time delivery of the Deliverables, the qualifications, role and CVs of these individuals should be included in the application.

Short-listed candidates will be invited to a one-hour interview the week of 9 February and should be prepared to discuss the assignment having reviewed the materials linked in Annex 3. 

Save the Children and the consultant will negotiate terms of the contract with a target to have a signed contract by 13 February 2026.
