Scope of Work (SOW)
Background
Save the Children Indonesia is a national children's rights organization that is part of a global movement. Save the Children believes that every child has the right to a better life and future. With this vision, Save the Children makes various efforts, both in everyday situations and during crises, to ensure that children can live healthy lives, learn well, and grow up in a safe environment. Save the Children works with children, families, and partners to create a greater and more sustainable impact.
In 2023, 64.9 million young people were unemployed, and 20.4% of them were not in education, employment, or training (NEET)—nearly two-thirds of whom were young women. With the acceleration of automation, artificial intelligence (AI), and the transition to sustainable technologies, the labor market is evolving faster than many young people's ability to adapt—especially those facing poverty and marginalization.
Young people with disabilities, for example, are much less likely to participate in the labor market (24.5% on average) and face higher unemployment rates and lower wages when they do work. In most countries, education and employment systems are not equipped to support vulnerable youth in accessing meaningful work. Without targeted support, millions of young people risk being excluded from economic opportunity and long-term stability.
Currently, Save the Children Indonesia is implementing the Skills to Succeed (S2S)/GG12 program, part of a global initiative carried out in seven countries (Indonesia, China, Vietnam, Thailand, Italy, Bangladesh, South Africa). In Indonesia, this program runs from September 2025 to August 2028, covering three provinces: West Java, East Java, and Central Java. Over the course of more than three and a half years, the program will engage marginalized youth in activities aimed at helping them find decent work, improve or develop new skills, including job skills, digital literacy, and green thinking, to help them succeed in the digital economy.
The program will increase access to in-demand skills and employment services, enabling more youth to enter and thrive in the digital economy and achieve measurable outcomes in terms of employment, entrepreneurship, or paid internships.
We will strengthen education and employment systems, address critical service gaps, and ensure effective, scalable, and accessible job placement services for all youth. Building on a proven foundation, we will improve the job placement ecosystem and generate evidence on the most impactful approaches to improving youth employment outcomes. The program will also nurture a new generation of young leaders who can advocate for the interests of their peers and shape a more inclusive workforce. Therefore, S2S needs to hire External Collaborators to support the program team in some key activities of the program implementation in the Central Java Province.
