About this role

The daily responsibilities of the Project Manager will include working with a team of Data Analysts and Data Technicians, interpreting data analysis related to IT capital planning processes, and daily coordination with customer, leadership, and technical teams.

This role is hybrid and requires onsite work on Tuesday and Thursday.

Job Duties:

  • Research, compile and analyze data related to IT capital planning, IT portfolio investments, and adherence to Federal IT regulations.
  • Design reporting processes, systems, and procedures.
  • Experience with data visualization tools.
  • Analyze workflow and create work simplification and measurement studies.
  • Coordinating with the customer, leadership, and technical teams to modify existing reports and develop new reporting products.
  • Communicate data results verbally and through analytics visualizations.
  • Coordinate with stakeholders and team members to provide enhancements to current reports, analysis, and dashboard formats and/or to develop new reporting products.

Project & Program Management:

  • Plan, manage, and execute data analytics projects across the project lifecycle, including scope definition, scheduling, resource planning, risk management, and performance tracking.
  • Develop and maintain project plans, milestones, deliverables, and dependency tracking aligned with DT and Department of State governance frameworks.
  • Monitor project performance and provide regular status updates, dashboards, and briefings to leadership and stakeholders.
  • Ensure projects are delivered on time, within scope, and in compliance with Department policies and standards.

Data Analytics & Reporting:

  • Lead and coordinate data collection, analysis, validation, and visualization efforts supporting strategic planning, budgeting, performance metrics, and operational reporting.
  • Translate business and mission requirements into analytic approaches, dashboards, and decision-support tools.
  • Oversee development and maintenance of performance metrics, KPIs, and analytics products aligned with strategic goals and reporting requirements (e.g., bureau-level, enterprise-level).
  • Ensure data quality, integrity, and documentation in accordance with Department data governance and security policies.

Stakeholder Engagement & Communication:

  • Serve as a primary liaison between technical teams, business owners, leadership, and external stakeholders.
  • Facilitate requirements-gathering sessions, working groups, and briefings to align analytics solutions with mission needs.
  • Prepare executive-level briefings, presentations, and written reports summarizing insights, risks, trends, and recommendations.

Strategic Planning & Process Improvement:

  • Support strategic planning initiatives by providing data-driven analysis and project management support.
  • Identify opportunities to improve analytics processes, tools, and workflows to enhance efficiency and decision-making.
  • Contribute to the development of standard operating procedures, templates, and best practices for analytics project management.

Compliance & Governance:

  • Ensure projects comply with Department of State policies, federal regulations, and security requirements, including data privacy and information security standards.
  • Support audits, reviews, and reporting requirements related to analytics programs and projects.


Required Education & Experience:

  • Bachelor’s degree in Data Analytics, Information Systems, Business Administration, Project Management, Public Administration, or a related field and 10 years; master's degree and 8 years.

Highly Desired Experience:

  • Strong project management skills, including scheduling, risk management, and performance tracking.
  • Proficiency in data analytics and reporting tools (e.g., Power BI, Tableau, Excel, SQL, or similar).
  • Ability to translate complex data into clear, actionable insights for non-technical audiences.
  • Excellent written and verbal communication skills, including executive-level briefing experience.
  • Strong organizational skills and attention to detail.
  • Ability to work independently in a fast-paced, mission-driven environment.

Certifications (Preferred):

  • Project Management Professional (PMP), PMI-ACP, or equivalent.
  • Certified Analytics Professional (CAP) or similar data analytics certification.

Required Clearance:

  • US Citizenship.
  • Active secret clearance.
