SUMMARY

The Senior (Sr.) Interoperability Analyst will work with clinicians, admin staff, vendors, and technical resources to define, configure, maintain, and extend the Healthcare Information Exchange (HIE) enterprise platform within Unity. The Sr. Interoperability Analyst will develop processes and capabilities to continue to deploy and modify the HIE capability throughout the health system as new information sources, needs, and approaches become available. The Sr. Interoperability Analyst will be expected to actively participate in regional, state, and national healthcare forums/committees; will act as a liaison to the local RHIO and other e-health collaborative initiatives (e.g. NYeC). Position requires deep knowledge of clinical workflows, ability to improve outcomes and efficiency with enhanced clinical data, and ingenuity to optimize information sharing among clinical systems and decision support applications. Must possess the knowledge and ability to assist in the development and execution of strategic and tactical interoperability plans.

Key Responsibilities:

  • Define, configure, maintain, and extend the HIE and interoperability infrastructure to meet the on-going demands of Unity to share patient information in both longitudinal and discrete formats among internal customers, partners, affiliates, and external agencies/entities. Meet with departmental management/staff on a regular basis to understand and provide advice on systems integration and operational issues related to interoperability.

  • Analyze interoperability requirements and develop technical specifications. Analyze clinical workflows and identify opportunities to optimize information sharing among clinical systems, the HIE platform, and decision support systems.

  • Consult/manage vendor relationships and ensure deliverables meet interoperability requirements and are consist with established best-practices, standards, and processes. Consult with systems analysts, programmers/developers, network/infrastructure architects and other information technology resources to ensure specifications include technical considerations from other internal disciplines.

  • Prototype, design, and build technical solutions that meet the defined interoperability requirements.

  • Ensure the interoperability infrastructure is developed to keep pace with the changing clinical environment and needs through the development and execution of strategic and tactical interoperability plans.

  • Develop best-practices, standards, and processes to guide/deploy interoperability initiatives. Participate in regional, state, and national healthcare forums/committees; act as a liaison to the local RHIO and other e-health collaborative initiatives (e.g. NYeC).

  • Apply upgrades and maintenance to the interoperability infrastructure. Provide on-call support; investigate and resolve interoperability problems including proper communication of changes required.

  • Assist with project estimation, planning and tracking of development and implementation tasks. Anticipate dependencies and delays and bring  them to the project manager’s attention. Coordinate with other project activities and staff. Take responsibility for completing activities on time.

  • Complete/present change management documentation. Update/maintain project/task documentation including specifications, design decisions, build worksheets, and test plans/scenarios/case/results in the department project repository.

  • Remain abreast of new developments in the area of interoperability by participating in continuing education programs/conferences, attending seminars, reviewing pertinent literature and periodicals. Enhance technical skills through self-study, appropriate training, and task assignments.

  • Perform other support or development tasks as needs or opportunities arise.

Minimum Qualifications:

  • Bachelor's degree in Computer Science, Management Information Systems (MIS), Informatics, or related field required. 

  • At least five years experience in project related work, systems analysis and a systems development.

  • Experience on large system enhancements and conversions, preferably in healthcare.

  • Requires a complete understanding of a project life cycle methodology.

  • Requires familiarity with application development support software and hardware platforms.

  • Experience with network protocols (e.g. TCP/IP, SNA, RS-42x).

The listed base pay range is a good faith representation of current potential base pay for a successful full time applicant. It may be modified in the future and eligible for additional pay components. Pay is determined by factors including experience, relevant qualifications, specialty, internal equity, location, and contracts.
