About this role

HealthPartners is currently hiring a Senior Application Analyst and Developer – HealthPlan Systems. This critical role supports pharmacy operations by designing, developing, and maintaining applications that keep our services running seamlessly. The position works closely with business and clinical teams to understand requirements and deliver practical, innovative solutions.

 

Key responsibilities include developing and enhancing applications using Microsoft Power Suite tools—Power Apps, Power Automate, and Power BI—while migrating legacy MS Access systems to modern platforms. The role also oversees multiple in-house pharmacy applications, including new initiatives such as Medication Therapy Management and updates to specialty pharmacy pricing and rebate processes. Success in this position requires balancing technical development with business analysis, collaborating within a small pharmacy IT team, mentoring colleagues, and guiding best practices for system development. Additionally, this role serves as a trusted resource for IT business partners and other IT groups.

 

Required Qualifications:

  • Bachelor’s degree in Computer Science, Business Administration, Management Information Systems, or equivalent experience/training 
  • Six (6) years of IT analysis and technical design experience 
  • Three (3) years of project management experience 
  • Three (3) years of experience coding, testing, and implementing program changes, including at least 2 years working with Microsoft Power Suite tools (Power Apps, Power Automate, Power BI) and low code development. 
  • Strong technical skills in application support and development 
  • Proven experience in business analysis and stakeholder collaboration 
  • Ability to work independently and effectively with vendors. 
  • Strong experience with Microsoft Office tools 
  • Solid understanding of system infrastructure and integration of changes into existing environments 
  • Demonstrated ability to gather requirements and deliver solutions that meet those requirements. 
  • Excellent communication skills, both technical and non-technical 
  • Strong technical writing and documentation abilities 
  • Project leadership experience on mid-sized projects 
  • Expertise in multiple system development methodologies 
  • Exceptional analytical and critical thinking skills 
  • Availability for 24/7 on-call support in areas of expertise

Preferred Qualifications:

  • Three (3) years of healthcare/ health plan experience
  • Previous experience with Microsoft Access

Hours/Location:

  • Monday – Friday; core business hours
  • Primarily remote, with occasional onsite collaboration for key activities such as design workshops and team working sessions.

Responsibilities:

  • Assesses, designs, builds, and deploys software and new application functionality.
  • Performs unit testing and directs and partners in system and end-user test planning and testing.
  • Maintains testing environment and data requirements within the test environment.
  • Analyzes functional and technical requirements for changes or enhancements and prepares system designs and specifications.
  • Diagnoses system failures, corrects issues, and assesses the issue in order to recommend actions to prevent re-occurrence of the problem.
  • Defines technical specifications based on business requirements; consults with Business Partners regarding technical possibilities and limitations.
  • Assists IS&T’s Business Partners with clarifying and prioritizing service requests.
  • Identifies the need for and recommends standard processes, procedures, and best practices.
  • Provides training, professional support and mentoring to Application Developers and other Analysts.
  • Supports 3rd party application software; interacts with vendors regarding problems, upgrade schedules, and software installations.
  • Provides requested documentation and interviews with auditors and third party requestors.
