Job Description

The Red Gate Group is seeking an International Program Management Support (Lifecycle Acquisitions) professional to support the National Geospatial-Intelligence Agency (NGA). This role supports complex, multinational acquisition programs and provides critical programmatic, financial, and technical expertise across the full acquisition lifecycle.

As a member of an integrated program management team, you will work closely with NGA’s Program Group International (PGI), acquisition boards, vendors, and mission partners to ensure programs are executed efficiently, transparently, and in alignment with National System for Geospatial-Intelligence (NSG) requirements. Your work will directly contribute to the delivery of GEOINT capabilities that support intelligence community and international mission success.

Key Responsibilities

Program & Financial Management Support

  • Support PGI representatives on all program finance activities, including assessing, coordinating, scheduling, and executing management briefings.
  • Perform programmatic “what-if” analyses and develop cost and schedule Rough Order of Magnitude (ROM) estimates for changes in level of effort (LOE).
  • Support year-end execution activities, including adjustments for spend plan variations and internal funding reductions.
  • Coordinate funding with agency and international partners, evaluate spend plans, and document requirements for support agreements and MOAs/MOUs.

Acquisition & Lifecycle Support

  • Support programmatic reviews, including analysis of vendor Program Management Review (PMR) charts and Contract Data Requirements Lists (CDRLs).
  • Provide support for Engineering Change Proposals (ECPs), including technical evaluations and recommendations.
  • Facilitate NSG acquisition approvals by supporting the Acquisition Strategy Panel (ASP) and NSG Acquisition Review Board (NARB), including preparing briefings and responding to action items.
  • Support proper program closeout activities in accordance with acquisition and financial requirements.

Vendor, Risk, and Stakeholder Engagement

  • Work directly with vendors to produce accurate and actionable programmatic metrics.
  • Manage program risk management and records management processes.
  • Support evaluation of development and performing contractor CDRLs.
  • Draft and execute communications, stakeholder engagement, and program management plans.
  • Support program leadership in stakeholder engagement and communications planning and execution.

Analysis & Decision Support

  • Review program documentation and provide critical analysis and recommendations to support informed programmatic decision making.
  • Support project management process teams to ensure alignment across technical, financial, and acquisition activities.

Qualifications

Required Qualifications

  • Demonstrated ability to manage both programmatic and technical aspects of complex programs across the acquisition lifecycle.
  • Active TS/SCI (CI Poly Preferred)

Desired Qualifications

  • Program Management Professional (PMP) certification or equivalent
  • Understanding of systems engineering and federal acquisition processes
  • Knowledge of the geospatial intelligence mission and its contribution to the Intelligence Community
  • Familiarity with NSG and ASG systems
  • Experience using Microsoft SharePoint
  • Understanding of Certification and Accreditation (C&A) processes
  • Experience supporting international programs
  • Experience using the XACTA Information Assurance web application
  • Understanding of NGA mission partner and customer/user roles and missions
  • Familiarity with Service-Oriented Architecture (SOA)
