Government Productivity Engineering
The Government Productivity Engineering (GPE) Division provides end-to-end solutions, encompassing both user-facing productivity tools and robust backend infrastructure, to support a wide array of operational needs. Our mission is to empower public officers to boost work productivity and enhance service delivery with digital tools, leveraging on a trusted, secure, and resilient Whole-of-Government Infrastructure.

[What you will be working on]

The Lead Software Engineer is responsible for the product development, system integration and architecture design of applications used by public officers. Key product scope is Quickbuy, including integration of AI/LLM capabilities. This role encompasses the product development lifecycle and ensures alignment with product roadmaps to meet both functional and nonfunctional requirements, including resiliency, security, performance, maintainability and supportability.


What you will be working on:

QuickBuy Product

  • QuickBuy is a middleware between E-Commerces and Governmentt’s Finance/HR systems.

  • It is a mini-app in WorkPal for officers to perform SVP (Small Value Purchase) with purchases charged to agencies directly.

  • QuickBuy also has an Admin Portal for Procurement and Finance staff to perform transaction checks.


Application Development:

  • Lead product development, system integration and architecture design for applications used by public officers through partnership with product managers.

  • Manage application development team and ensure alignment with product roadmaps and requirements.

  • Work closely with product managers to translate business requirements into technical product roadmaps, including prototypes to validate business needs and proof of concepts.


Application Technical Support and Operations:

  • Provide application operational and technical support for product. 

  • Ensure product availability, resilience and security including product incident management and support.


Technical Leadership and Stakeholder Management:

  • Serve as the technical lead for in-house software development team, reviewing deliverables, coaching and managing development team to deliver project outcomes effectively.

  • Direct and promote good software engineering practices, focusing on DevSecOps and Cloud Computing. 

  • Drive the adoption of SG TechStack and develop Standard Operating Procedures (SOPs).

  • Partner stakeholders to prioritize and manage roadmaps for delivering towards product vision incrementally and efficiently.


 

[What we are looking for]

  • Deep familiarity with the application products used by public officers

  • Deep familiarity with Govt ICT&SS Management (IM8) policies and SG TechStack

  • Extensive experience in application architecture, system integration, and data architecture

  • Proven track record in leading development teams

  • Strong knowledge of DevSecOps and Cloud Computing practices

  • Good knowledge of NodeJS, React, Javascript .Net Framework and Azure preferred

  • Excellent communication and presentation skills, with the ability to translate technical concepts to non-technical stakeholders.

  • Hands-on experience in designing and implementing prototypes for proof of concepts.

  • Ability to work collaboratively with other products serving public officers and manage multiple priorities
