About this role

Responsibilities

The Operations Research Systems Analyst (ORSA) designs, develops, and applies a variety of decision analytics, mathematical and statistical techniques, data mining, modeling and simulation, and other analytic methods combined with military and / or IC judgment to address operational and planning challenges to facilitate senior leadership decisions. The ORSA provides unique and timely analysis on a range of pressing, operationally-focused issues using multi-source data in the context of interdisciplinary techniques and methods.  

 

Duties include:

  • Analyze information to determine what is relevant to identified problems and what methods might be used to analyze the problem, using statistical analysis, simulations, predictive modeling, or other methods to develop practical solutions. 
  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.  
  • Must be able to clearly articulate analysis through both oral and written communication.  
  • Lead the strategic planning, stakeholder and customer management, define technical and operational objectives, themes and learning demands.  
  • Clearly scope out problems and develop study plan with milestones for each project (deliverable)  
  • Collect and clean data to provide analysis.  
  • Verify data and validate analysis.  
  • Develop and deliver well-structured and detailed analytical strategic briefings and reports to Senior-level members of NGA.    
  • Assist customer with independent studies and analysis.   
  • Conduct qualitative and quantitative analyses of primary and secondary data collection.    
  • Serve as a Subject Matter Expert in the area of Planning, Budgeting, and Evaluation    
  • Serve as a member of a team or work independently to conduct independent research and data collection on complex technical topics as directed by the customers requirement.  

Qualifications

Skills and Experience:

Required:

  • Bachelor’s degree or higher in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • A minimum of 12 years of experience as a Systems Engineer may be considered in lieu of a degree.
  • Senior-level (12 years) working experience in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
  • Experience with and strong understanding of systems engineering lifecycle.
  • Assist customer with independent studies and analysis.
  • Conduct qualitative and quantitative analyses of primary and secondary data collection.
  • Serves as a member of a team or work independently to conduct independent research and data collection on complex technical topics as directed by the customers requirement.
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a polygraph.

Desired:

  • Master’s degree in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • Working knowledge of Model Based Systems Engineering, processes, tools and languages.
  • Working knowledge of Software Development Frameworks.
  • INCOSE Certified System Engineering Professional (CSEP) certification.
  • Documented work experience in the field of geospatial intelligence.
  • Licensure as a professional engineer.
  • Membership or leadership participation in any of the following professional organizations:
    • ACSM
    • ASCE
    • ASPRS
    • OGC
    • SAREM
    • USGIF
  • Demonstrated expertise in photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics, or related fields.
  • Demonstrated expertise in the development of studies and evaluations.
  • Demonstrated knowledge of the current NSG/ASG and NRO enterprises.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
