Primary Purpose

PRIMARY PURPOSE OF POSITION

Perform all liquefaction and vaporization operations (24/7) at the Liquefied Natural Gas plant in West Conshohocken performing ongoing analysis and direct appropriate action to assure the safe, reliable and cost-effective operation. Direct operating personnel and contractors working in the plants to assure no disruption to processes and that all applicable work practices are adhered too. Provide input to the work planning process for maintenance tasks involving the LNG plant. Perform staff and maintenance work while plants are not in operation. Hold all the necessary qualifications for the Gas System Operator position, Propane-air plant operator position and perform back �up/fill-in duties as required to support Gas System Control and Plant Operations. Note: Position may be required to work extended hours for coverage during storms and other energy delivery emergencies.


Primary Duties

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Operate the PECO LNG plant and respond to abnormal conditions. (60%)
  • Perform in a staff/analyst capacity by developing and updating procedures, implementing process improvements and developing and delivering training modules, and using Passport. * (15%)
  • Perform inspection and maintenance tasks of plant equipment and systems. (12%)
  • Perform the Gas System Operator role for shift relief coverage (vacation, illness, special assignments, etc.) (8%)
  • Ensure compliance with required work permits for the LNG Plant (Lockout Tag Out, Confined Space, Hot Work, Motorized Equipment). *These accountabilities are performed in conjunction with monitoring/operating the LNG Plant. (5%)

Job Scope

JOB SCOPE

  • Direct reports: 0 Employees Indirect: 9 Employees
  • Operations: This position monitors and controls the Vaporization, Liquefaction and steady-state conditions for the PECO LNG plant and associated facilities and is responsible for ensuring PECO compliance with applicable regulatory standards. The CPO provides functional direction to plant personnel and contractors on plant operations and plant projects. Ensures all applicable work practices are followed and necessary permits completed. Provides input concerning the performance evaluation of non-exempt/craft plant operations employees. This position also monitors supplemental gas odorization at the Transco and TETCo gate stations in West Conshohocken.
  • Responsibilities: This position is responsible for independently making critical operational and economic decisions on a 24/7 basis for the operation of the plant and associated facilities since this position does not have a shift supervisor/manager position. Examples of critical decisions made by, or facilitated by, this position includes deciding when immediate repairs and plant configurations should be performed to repair, maintain, optimize, or assure the safe operation of the plant. This position is also responsible for initiating and conducting operational briefings that involve all levels of gas management when required.
  • Contacts: Position is the designated authority for the operation of the plant and contact for all operating employees for Lock-out/Tag-out procedures for the LNG & LPA Plants and gate/M&R stations. This position frequently interacts with Gas System Control and Plant Operations supervision and personnel, contractors and all levels of Gas Management.
  • Impact of Errors: Ensures that an adequate gas supply at a level requested by Gas System Control and Supply Acquisition is delivered to the distribution system on the schedule requested to meet our customers' needs on a 24/7/365 basis. Failure to execute these responsibilities would result in significant customer impact, legal and or financial liability to the Corporation. Failure to recognize abnormal plant system conditions could result in a catastrophic failure of facilities that could result in employee or public injury or death, and/or significant financial liability and damage to company image with the public, regulators and investors. Replacement values of assets being operated are estimated at $120 million.

Minimum Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in a technical field and 4-7 years of experience in an operating environment (natural gas industry, generating station, etc.) OR in lieu of a bachelor's degree, 6-9 years of relevant experience.
  • Ability to successfully complete applicable knowledge and skill qualification modules, and Gas System Operator cross training modules.
  • Demonstrate ability to use computer applications requiring control, alarm response and data entry.
  • Ability to work independently and react quickly with minimal supervision.
  • Proficient or better performance for the past two (2) years.
  • Excellent oral and written communication skills including demonstrated use of three-part communication.
  • Valid driver license and access to an insured vehicle.
  • Excellent interpersonal/teamwork skills.
  • High school diploma or GED
  • Ability to maintain composure under challenging/stressful conditions.
  • Ability to pass all qualification exams for the Chief Plant Operator and Gas System Operator positions.
  • Ability to work rotating shifts and respond to emergency callouts.
  • Ability to use a PC, Microsoft Office software products and electronic mail.

  • TSA issued TWIC, or ability to obtain one.
  • 5 years minimum experience with LNG/propane-air plant operation & maintenance
