As a HSE Manager for PCL Construction, Inc. in El Paso, Texas, you’ll have the opportunity to lead and strengthen health, safety, and environmental performance across complex construction projects, ensuring regulatory compliance and fostering a proactive safety culture. In this role, you’ll partner closely with project teams and leadership to deliver HSE training, conduct audits and inspections, manage risk, and guide incident response and continuous improvement efforts. We’re seeking an experienced HSE leader with deep construction knowledge, strong coaching ability, and the confidence to influence teams and leaders in a fast-paced, collaborative environment.

Here's how a HSE Manager for PCL Construction, Inc. within Civil West contributes to our team:

Responsibilities

  • Develops and assists with implementation of project HSE and regulatory requirements.
  • Identifies, evaluates, develops, and delivers project-specific HSE training. Assists with the development of project training. Assists with the development of district specific training.
  • Reviews project training objectives and project trend action plans. Identifies industry statistics and hazards and communicates any expected/anticipated changes to project teams.
  • Verifies that hazard identification tools are in place on the project(s) and evaluates areas for process improvement.
  • Oversees and conducts formal HSE inspections and audits.
  • Provides guidance and coaching to project teams and direct reports on audit requirements.
  • Evaluates and verifies that appropriate PPE is being used on project sites. Develops specialized PPE training as required.
  • Develops and evaluates effectiveness of project emergency response plan and executes crisis communication plan for project(s).
  • Verifies that equipment and tool inspections are being conducted and documented as per the program.
  • Participates in the investigation process as per the incident investigation matrix and determines when external resources are required.
  • Monitors work injury and ensures modified work is followed and properly documented.

Qualifications

  • Bachelor’s degree in OH&S or a related discipline.
  • CRSP certification preferred (CDN).
  • ASP certificate preferred (US).
  • 9 years of experience in a related industry, with direct experience in HSE.
  • 4 years of experience in a supervisory role.
  • Strong knowledge of construction processes and terminology.
  • Strong ability to coach and mentor others.
  • Expert knowledge of OH&S and environmental legislation related to projects/area.
  • Ability to coach and mentor others on HSE processes.
  • Strong communication and presentation skills on HSE topics to senior managers and projects.
