About this role

Overview

The Entitlements Agent is responsible for managing land-use entitlements, zoning, and permitting approvals for land development projects. This role serves as the primary liaison between clients, internal engineering teams, and local/regional agencies to ensure projects obtain all required approvals efficiently and in compliance with local, state, and federal regulations. This position plays a critical role in project feasibility, entitlement strategy, and schedule management for residential, commercial, civil, faith based, and municipal projects. This is an exempt position, paid on a salary basis.

Parkhill is one of the largest architectural and engineering firms in the Southwest with 14 offices located throughout Texas, New Mexico, and Oklahoma. 

Responsibilities

  • Review zoning ordinances, subdivision regulations, and development codes to determine project entitlement requirements
  • Develop entitlement strategies, approval paths, and timelines for land development projects
  • Serve as the primary liaison between clients, internal engineering teams, and local/regional agencies
  • Prepare, submit, and track entitlement and permitting applications (plats, zoning, site plans, variances, etc.)
  • Coordinate agency reviews and respond to comments in collaboration with engineering staff
  • Attend and represent projects at pre-application meetings, staff reviews, and public hearings
  • Ensure engineering plans align with entitlement conditions and municipal requirements
  • Monitor approval conditions and communicate risks or schedule impacts to project managers and clients
  • Maintain organized records of approvals, conditions, and entitlement status for multiple projects

Qualifications

  • Bachelor’s degree in civil engineering, urban planning, geography, or related field (preferred)
  • Experience working with Texas municipalities
  • Familiarity with subdivision plats, site plans, and civil engineering drawings
  • Prior experience in a civil engineering, planning, or development firm, or similar municipal departments
  • Experience with land development entitlements, permitting, or planning
  • Working knowledge of municipal development regulations and zoning processes
  • Strong written and verbal communication skills
