Department Overview

Electric Operations ensures the delivery of clean, safe, reliable and affordable energy to nearly 16 million people in Northern and Central California. The Electric Operations Team is responsible for ensuring the electric grid's reliability and resiliency through the ongoing maintenance and operations of PG&E's 100,000 miles of distribution lines and over 18,000 miles of Transmission lines. Position Summary

Headquarter location flexible throughout the PG&E service territory. This position is "hybrid", with the expectation of being in the office 3 days per week and when asked (subject to change due to business needs).

 

Regulatory Analysts develop regulatory strategy, represent the company with state, provincial, federal regulators in the U.S. and Canada and advocate for the company with industry trade associations.  Regulatory Analysts also manage the development, approval and implementation of policy through rulemaking proceedings.  Regulatory Analysts procure natural gas pipeline capacity and storage capacity to service gas customers by co-leading the design, management and negotiation for procurement solicitations to satisfy portfolio needs and policy objectives while minimizing costs to customers. Such transactions impact the Company’s financial health and competitive position in the market.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

 

A reasonable salary range is:​

Bay Area Minimum: $​126,000

Bay Area Maximum: $​200,000

&/OR​

California Minimum: $​120,000

California Maximum: $190,000

 

Responsibilities:

  • Supports origination of highly structured natural gas pipeline or storage agreements by co-leading the execution of complex solicitations for pipeline and storage capacity in the U.S. and Canada.
  • Manages negotiations of the terms and conditions of natural gas pipeline and storage agreements.
  • Develops, facilitates and strengthens relationships with regulators, industry experts and stakeholders to proactively advocate and communicate the Company's policy, business and regulatory positions to internal and external entities.
  • Represents the Company in public forums as a subject matter expert by providing clear and persuasive positions on regulatory issues and company strategies.
  • Leads the identification, development, implementation, advocacy and resolution of complex policy/issues with regulators (state, provincial, and federal (U.S. and Canada)) with significant customer or financial impact. 
  • Leads interdepartmental and intercompany teams in the preparation of applications/filings, testimony, and work papers for regulatory proceedings before state, provincial, and federal (U.S. and Canada) regulatory agencies.
  • Supports and prepares expert witnesses and interventions for regulatory proceedings. May prepare and give testimony as an expert witness or as an intervenor before regulators.
  • Performs complex policy, regulatory and strategic analysis for issues that may have a short or long-term impact or affect multiple lines of business. Assimilates large volumes of information and distills into compelling arguments.

 

Travel required depends on position but is less than 20%.

 

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in business, economics, public policy, finance, engineering or related discipline or equivalent utility industry experience
  • Five years of relevant work experience

 

Desired Qualifications:

  • Master’s degree or equivalent experience
  • Regulatory, analytical, communications or public affairs related position.
  • Natural gas industry experience.
  • Subject matter expert on the procurement needs of the Company’s core gas portfolio, the company’s competitive position, and rules and regulations that govern procurement.
  • Understanding of meaning and rationale of contract provisions; counterparty concerns; and the implications of contract language. 
  • Ability to participate in contract and settlement negotiations.
  • Ability to synthesize and distill complex data and findings to present in verbal and/or written format to diverse audiences; to lead Company regulatory activities and to represent in discussions of gas procurement issues.
  • Solid collaboration and interpersonal skills to effectively build relationships with a variety of stakeholders.
  • Ability to employ advanced subject matter expertise to anticipate and resolve complex issues with minimal information or supervision of a manager or director.
  • Ability to analyze complex problems and make decisions despite incomplete information and limited time.
  • Provides direction, training, guidance, and instruction to less experienced regulatory analysts in a work environment that fosters teamwork, information and experience sharing, constructive communication and professional and individual development.
