OUC – The Reliable One, an industry leader and the second-largest municipal utility in Florida, is offering an internship program in the Office of General Counsel division.

The OUC Internship Program is dedicated to providing students with real-world, hands-on experience by partnering with energy leaders and experienced professionals, while bringing new and out-of-the-box perspectives and ideas that are essential for fostering the creativity and growth of any business. OUC’s internship program provides emerging talent with an immersive view of the utility industry through on-the-job training, educational sessions, self-paced learning courses, and individual or team projects.

We are looking for a Legal Intern. During this internship, you will partner with the Office of General Counsel team.

You will be involved in:

Serve as a research assistant to attorneys by supporting contract and document review, legal research, and analysis across a variety of legal matters

Analyze proposed legislation, regulations, and policy changes to assess potential legal, operational, and compliance impacts

Observe the day-to-day operations of a public-sector legal department and gain insight into how public bodies operate within legal constraints

Assist legal and compliance staff with special projects, including policy development, regulatory filings, and internal compliance initiatives

Participate in meetings, hearings, and briefings (as appropriate) to gain exposure to real-world public-sector legal processes

Develop professional legal research, writing, and analytical skills in a collaborative, mission-driven environment

Internship Eligibility: 

Currently enrolled at an accredited college or university

Academic status of Freshman or above.

Program of study: Pre-law, Public Policy, Public Administration, Political Science

Cumulative GPA of 3.0 or above at the time of application.

Authorized to work in the United States.

Previous internship experience preferred

The Ideal Candidate will have: 

Strong ability to organize electronic files, research materials, and documentation

Experience using online research databases and legal research tools (e.g., Westlaw)

Familiarity with legislative tracking platforms and regulatory research

Basic experience with data analysis and/or legal document review

Strong critical thinking skills with the ability to identify and analyze legal issues

Ability to synthesize complex information into clear, concise written summaries

Proficient with Microsoft Office (Excel, Word, PowerPoint)

Excellent organizational skills with keen attention to detail.

Self-motivated and proactive; able to work independently.

Ability to prioritize and resolve issues under deadlines.

Strong verbal and written communication skills.

Solid analytical thinking and problem-solving ability.

Proven ability to learn new skills quickly.

Location: Reliable Plaza 100 W Anderson St, Orlando, FL 32802 USA

Compensation: $13.50 - $18 per hour, varies depending on the education level 

Schedule: Full-Time (up to 40 hours per week) from May 18th, 2026 to August 14th, 2026 following an On-Site Schedule Monday-Friday

About Orlando Utilities Commission (OUC)

The Orlando Utilities Commission (OUC - The Reliable One) is a municipally-owned public utility providing electric and water services to the citizens of Orlando, Florida, St. Cloud, Florida, and unincorporated Orange and Osceola counties.

Established in 1923 by a special act of the Florida Legislature, OUC is the second largest municipal utility in Florida and 14th largest municipal in the country. OUC provides electric, water, chilled water and/or lighting services to 400,000 accounts. The company is governed by a five-member commission (including the Mayor of Orlando), which is responsible for all operating policies.

OUC has maintained the best electric reliability in the state of Florida for 21 years in a row, when compared to Florida’s investor-owned utilities. Our power is produced at the OUC-owned Stanton Energy Center via a diverse fuel portfolio, which includes nearly 20 megawatts of solar energy.

And, our clean, safe, great-tasting water - which is pumped from the Lower Floridan Aquifer - undergoes more than 20,000 chemical and bacteriological water quality tests each year, including tests for more than 135 regulated and unregulated substances like lead and copper.
