The ideal candidate will have:

  • Bachelor’s Degree in Information Technology, Computer Science, Computer Engineering, Management Information Systems, Mathematics, Statistics, or a related field of study from an accredited college or university. In lieu of a degree, equivalent combination of education, certifications, and experience may be substitutable on a 1:1 basis;
  • Master’s Degree in Data Engineering, Information Systems, Computer Science, Mathematics or Statistics, or a related field of study from an accredited college or university (preferred).
  • Minimum of (6) months of experience in SQL or Python programming, ETL/ELT processes, data warehousing & cloud, data modeling and architecture, data security and governance, and visualization and reporting.

Job Purpose:

This entry-level role supports ETL/ELT processes, data modeling, and multidimensional data models, ensuring efficient data processing and infrastructure for analytics and reporting, business intelligence, and operational decision-making. Assists in designing, implementing, and optimizing data pipelines, integrations, and storage solutions across both on-premises and cloud environments.

Performs routine query auditing, code review, quality assurance (QA), data management, to ensure adherence to best practices in data engineering, security, performance, and reliability.

Works with guidance of data engineers and other experienced technical staff and, collaborates with various IT teams, to assist in optimizing data workflows, troubleshooting performance issues, and maintaining scalable architectures for structured and unstructured data, supporting efficient data processing, storage, and retrieval.

Primary Functions:

  • Data Engineering & Integration
    • Assist in the development and maintenance of ETL/ELT pipelines for efficient data extraction, transformation, and loading.
    • Support data modeling using foundational principles and methodologies to structure data for analytics and reporting.
    • Support integration between on-premises and cloud-based storage solutions.
    • Ensure data accessibility for business intelligence (BI), analytics, and operational decision- making.
  • Data Warehousing & Cloud Infrastructure
    • Support the development and management of hybrid cloud and on-prem data storage solutions.
    • Support the design and optimization of multidimensional data models for reporting and analytics.
    • Assist in implementing star and snowflake schemas to improve analytical performance.
    • Utilize data visualization and business intelligence tools to integrate to structure data for decision-making processes.
  • Problem-Solving, Query Auditing, Optimization & Quality Assurance (QA)
    • Review and audit routine SQL queries and ETL pipelines to ensure efficiency and adherence to best practices.
    • Assist in code reviews for data scripts and ensure data integrity in transformations.
    • Conduct troubleshooting for routine data inconsistencies and optimize data pipelines for high-performance analytics and pipeline execution times improvements.
    • Collaborate with data scientists, analysts, and IT teams to deliver reliable data solutions.
    • Identify opportunities for automation and performance improvement.
  • General
    • Apply data governance best practices, including security, privacy, and compliance.
    • Adhere to ethical guidelines and legal regulations governing the collection and use of open- source intelligence data;
    • Maintain security and confidentiality of sensitive information and data;
    • Perform other duties as assigned.

Technical Requirements:
  • Programming & Query Optimization: Confirmed knowledge of SQL or Python
  • ETL/ELT Tools: Knowledge or exposure to tools like: Talend, DataIku, Alteryx, Snowpipes,
  • Azure, SSIS
  • Data Warehousing & Cloud: Knowledge or exposure to: Snowflake, Databricks, Azure, AWS S3, Oracle databases, relational databases like MySQL.
  • Data Modeling & Architecture:
    • Methodologies, Inmon, Kimball, Data Vault
    • Programs: DataIKU, Alteryx, Cognos Analytics, IBM Framework, PowerBI, dbeaver, etc.
  • Data Security & Governance: knowledge of: Role-based access control, encryption practices, data lineage, data governance, data management
  • Visualization & Reporting: Competency in Power BI, Tableau, or equivalent tools.
  • Strong critical thinking and problem-solving capabilities.
  • Ability to effectively communicate insights to non-technical stakeholders.
  • Team collaboration skills and experience working with cross-functional teams.
  • Business acumen with a curiosity for data-driven decision-making.
  • Ability to rapidly learn and adapt to evolving analytics and reporting tools.

Established in 1923 by a special act of the Florida Legislature, OUC is the second largest municipal utility in Florida and 14th largest municipal in the country.
