About this role

Position Summary

Under general supervision, the Permit Technician 2 serves as the primary technical authority for the intake, evaluation, and adjudication of utility and project permit applications within District Three. This role ensures all proposed activities within the state right-of-way comply with departmental standards, statutory requirements, and safety regulations. The successful candidate must demonstrate exceptional organizational aptitude and high-level interpersonal communication skills to facilitate coordination between internal and external stakeholders.

Primary Responsibilities

  • Permit Administration & Adjudication (90%25):
    • Manages the end-to-end lifecycle of permit applications, including initial intake, technical review, and final disposition (approval or denial).
    • Evaluates complex permit requests for utility installations, project related permits, and other permit types to ensure alignment with ODOT policies.
    • Utilizes general and specialized software to track application status, archive documentation, and issue formal correspondence to applicants.
    • Acts as the principal liaison for contractors, utility companies, and private citizens, providing technical guidance regarding permit requirements and regulatory compliance.
    • Maintains meticulous records and ensures all digital and physical filing systems are updated in accordance with state retention schedules.

 

  • Utility Relocation Support & Coordination (10%25):
    • Serves as the designated Backup District Utility Relocation Coordinator, providing continuity of operations during the primary coordinator's absence.
    • Assists in the oversight and coordination of utility relocation planning for District Three capital improvement projects.
    • Collaboratively and Independently reviews relocation plans for potential conflicts with proposed construction and aids in facilitating communication between project managers and utility owners.
    • Participates in project scoping meetings and field reviews to ensure utility timelines align with construction schedules.

 

Required Competencies

  • Regulatory Knowledge: Proficiency in interpreting state highway manuals, right-of-way regulations, construction plan reading, and engineering standards.
  • Communication Excellence: Ability to convey State of Ohio and ODOT requirements to consultants, contractors, utility companies, and other stakeholders clearly and professionally.
  • Organizational Management: Demonstrated ability to manage high-volume workloads with competing deadlines while maintaining high accuracy.
  • Conflict Resolution: Skill in negotiating and resolving disputes regarding permitting issues (i.e. unpermitted work, revisions, non-compliance, denials, etc.) or utility relocation scheduling.

 

All bargaining unit and exempt new hires to ODOT must serve a one year probationary period.

This position is overtime eligible per FLSA Standards.

If this position is filled internally, the wage rate will be determined in accordance with the contract. 



6 mos. trg. or 6 mos. exp. in laws & procedures covering type of highway permit(s) being issued (i.e., central office, oversize/overweight vehicle permit, or district office, oversize/overweight vehicle permit &/or right-of-way permit).
