Position Summary:
The Payroll Coordinator is responsible for accurately processing payroll and maintaining employee pay records while ensuring compliance with applicable policies, procedures, and regulatory requirements. This role administers payroll, benefits, reporting, and compliance-related human resources functions, handles highly confidential payroll and benefits information, and serves as a key point of contact for employees regarding payroll-related matters. Duties include processing payroll, supporting benefits administration, preparing HR-related reports, and assisting with audit and compliance requirements. The Payroll Coordinator also provides general human resources support and performs other HR duties as assigned to support the operations of the Office of the Illinois State Treasurer. Attendance is an essential function of this position.  


Duties and Responsibilities:
• Enters, maintains, and processes payroll actions in the CMS Central Payroll System—including appointments, separations, transfers, salary adjustments ensuring accurate and timely data entry, verification, and reconciliation in compliance with applicable laws, regulations, and internal policies. • Assists with benefit administration, including enrollments, changes, terminations, and maintenance of benefit records
• Evaluates and calculates payroll and benefit-related transitions and makes recommendations
• Coordinates with vendors and internal partners regarding payroll and benefits-related matters.

• Prepares and maintains  payroll records, benefits, and HR transactions.
• Supports audit and compliance efforts by compiling documentation, responding to requests, and ensuring records are accurate and complete.
• Assists with employee data reporting, reconciliations, and routine HR analytics.
• Responds to employee inquiries related to payroll, benefits, and basic HR policies.
• Assists in answering Freedom of Information Act (FOIA) requests as related to HR records.
•  Supports payroll functions by assisting with new hire onboarding and employee separation processes, ensuring accurate and timely updates to employee records.
• Monitors and reconciles insurance and payroll data through reporting, identifying discrepancies and ensuring records are up to date
• Performs other related duties as assigned that are reasonably within the scope of the position.

Education and Work Experience:
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in Human Resources, Business Administration, Accounting, or a related field; and three (3) to five (5) years of professional human resources experience with an emphasis on payroll processing and administration. Experience with the Illinois Central Payroll System is preferred. Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities to successfully perform the duties of the position.
