Position Summary

Odyssey Systems is recruiting to fill an Sr. Program Manager (Operations Research) role supporting the supporting the ISR/SOF Directorate (AFLCMC/WI), who is responsible for equipping our warfighters to win the fight. The Directorate executes a $22 billion acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms, and related sub-systems.

 

Program description:

The ISR/SOF Directorate has the collective Air Force Materiel Command (AFMC) mission responsibility for equipping ISR & SOF warfighters to dominate the battlespace. Responsibilities

Duties include but are not limited to:

  • Provide expert-level issue resolution, programmatic and technical recommendation support to the PEO to achieve desired program outcomes, align activities across the ISR and SOF enterprise and build stronger partnerships with the requirements community.
  • Possess the advanced knowledge, experience, and recognized ability to be considered highly skilled in Acquisition Program Management. Must work independently and be able to apply procedures.
  • Provide expertise in all aspects of the acquisition lifecycle, including pre-acquisition definition, requirements integration, program management principles, and compliance with Department of War (DoW) and Air Force regulations and guidelines.
  • Draw conclusions and devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
  • Apply knowledge and experience in acquisition program management philosophy, policies, and procedures to procure and sustain Air Force systems, subsystems and equipment throughout their life cycles.
  • Apply integration, communication, coordination, organizational and planning expertise to technical and acquisition efforts across a broad spectrum of disciplines in order to effectively assist in the implementation of PEO direction.
  • Provide expertise to expand rapid acquisition capability, eliminate unproductive processes and bureaucracy for next-generation ISR and SOF acquisition, reduce cycle time for new efforts and ensure sound investments.
  • Assist in milestone planning, tracking, scheduling, briefing preparation and staff coordination for multiple ISR and SOF programs.
  • Provide advisory and draft documentation support to the PEO for the creation of decision documentation, support program briefings, assist in schedule management, participate in an advisory role in management reviews and coordinate activities leading to milestone reviews.
  • The Contractor will derive strategies, processes, best practices, and procedures to update and maintain applicable directorate operating instructions providing PEO implementation direction to the directorate.
  • Analyze acquisition strategy panels, acquisition decision memorandum and deep dives for statutory and regulatory compliance, providing recommendations to the PEO/ MDA.
  •  Support the requirements and program execution division’s role by serving as the developmental planning process lead for the directorate.
  •  Assist the PEO in shaping ISR and SOF acquisitions to support warfighter requirements and Office of the Secretary of Defense (OSD) initiatives.
  • Provide long-range planning, integration and preparation for activities supporting operational analysis, program requirements and acquisition program milestones.
  • Assist the division chief with analysis and assessments on various acquisition initiatives, including the support of AFLCMC studies.
  • Analyze initiatives and technology projects to identify prototyping, demonstration, combat evaluation opportunities, including small business innovative research and “pitch day” activities.
  • Investigate the directorate’s portfolio for redundancies and complementary opportunities, making recommendations for cost/schedule/performance improvements and provide historical perspectives to PEO on business operations, process activities and rationale.
  • Provide expert insight and strategic advice to the PEO’s national technical nuclear forensics, Air Force tactical exploitation of national capabilities efforts and new programs transitioning into the ISR and SOF portfolio.
  • Plan, organize and execute the directorate’s annual health of services and annual execution review for services acquisitions. The Contractor will recommend responses for the directorate’s annual submission to the MICT.
  • Support manpower analysis for programs in the ISR and SOF portfolio. This includes necessary coordination with cost estimators, financial managers, PMs, logisticians, engineers, operators, human resources and other stakeholders.
  • Maintain the PMRT “super user” access and activities ensuring that the database is current and accurate IAW direction from the task Government TPOC.

Minimum Qualifications:

·       Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD.

·       OR bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.

Please note: Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
